NAC member flays food bill ‘corruption’

A member of the Sonia Gandhi-headed National Advisory Council today said the delay in enacting the food security law amounted to “corruption”.

“The food security bill is delayed. This is corruption,” Aruna Roy said at a seminar here, strongly pitching for legal guarantees on food security to every citizen in the country.

The draft bill finalised by the NAC seeks to provide subsidised grain to up to 75 per cent of the country’s population.

However, another expert panel set up by Prime Minister Manmohan Singh has expressed doubts over whether the government had enough stocks to implement the NAC proposal.

That panel, headed by C. Rangarajan, has suggested providing such guarantees to the poor on a priority basis.

The amount of foodgrain required to make the NAC proposal a reality will be higher than what the government now procures from farmers on average, Rangarajan had argued.

But Roy was not convinced and saw a class bias in the contention. “If any programme comes for rich people, nobody talks about funds crunch. But for food security law, questions are being raised about the financial burden,” Roy said, alluding to those who say the government can’t afford the NAC plan.

At present, the government supplies subsidised rice and wheat through ration shops to below-poverty-line families. Some states provide grains at subsidised rates to above-poverty-line families, too. But there is no legal guarantee on food security.

Roy also touched on the Lok Pal Bill, saying such an authority was needed to check corruption in public life. She described as “wrong” the allegations over the integrity of Shanti Bhushan and son Prashant, both members of the joint working committee to draft the bill.

Prashant, who also spoke at the seminar, said the process of privatisation of public resources has led to corruption in public life. “Public resources are being transferred to private and corporate bodies. This has resulted in a corporate mafia in the country,” the lawyer said.

Writer-activist Arundhati Roy, among the speakers too, also disapproved of the allegations levelled against the Bhushans.
