National Food Security Bill to be vetted by Law Ministry by Gargi Parsai

The Empowered Group of Ministers that met here on Thursday has advised the Union Food Ministry to get the National Food Security Bill vetted by the Law Ministry before placing it in the Union Cabinet for approval. The proposed Bill envisages provision of 25 kg. of wheat or rice to BPL families at Rs. 3 per kg per month.

However, despite burgeoning wheat stocks, the EGoM chaired by Union Finance Minister Pranab Mukherjee, turned down a Food Ministry proposal to enhance the food grains allocation for Above Poverty Line (APL) population to 15 kg. per month per family.

The Ministry proposal would have entailed an outgo of 4.5 lakh tonnes of wheat per month and a subsidy of Rs. 5000 crore. However, the carrying cost of the grain and spoilage, if it is not moved, is estimated at Rs. 3000 crore.

While wheat production is estimated at over 80 million tones this rabi, wheat stocks in the central pool have touched 155 lakh tonnes. This, against a buffer norm of 40 lakh tonnes and a strategic stock of 30 lakh tonnes.

Earlier, Union Agriculture and Food Minister Sharad Pawar ruled out export of wheat. In view of the upcoming rabi harvest, the EGoM reviewed the storage position in the country and decided on having more modern storage.
