National panel on ST ends Guj visit

The National Commission for Scheduled Tribes (NCST) wound up its six-day visit to Gujarat on Monday without meeting any of the voluntary agencies working on tribal rights in the state's eastern belt.

NCST chairman Rameshwar Oraon told newspersons that he relied on feedback from "only those NGOs which were suggested by the state government", such as Agha Khan Rural Support Programme (AKRSP) and Sadguru Foundation, both of whom work on water conservation in the eastern belt.

In fact, most NGOs working in the tribal areas did not even know that such a commission was on a visit to Gujarat. Rajesh Mishra, a senior activist with Arch Vahini, one of the foremost NGOs which have made major contribution in resettling tribal oustees of the Narmada dam, told TOI that the commission "did not contact us." A senior state official accompanying Oraon said, "We gave them only the names that we had."

Other NGOs, which the activists said were ignored, include Adivasi Vikas Parishad, Dangi Adhikar Sangh, Paryavaran Suraksha Samiti,Rajpipla Social Service Society, Disha, Ekalavya, Bandhkam Majur Sangathan (BMS), working among tribal construction workers. BMS' Vipul Pandya said, "It is surprising. They met only those who are working with the government. They neglected others."

While the commission met BJP and Congress MLAs from the tribal belt during its visit to the state's tribal areas, it returned with a positive impression on the state of Gujarat tribals. Oraon said, "The situation of Gujarat tribals is better than other parts of India. We found tribals here were better satisfied with roads, power and other infrastructure facilities."

Even as praising Gujarat's thrust towards tribals, Oraon - who met chief minister Narenrda Modi and governor Dr Kamla - said, "There are, of course, problems, similar to those that exist in other states. For instance, 40,000 tribals have been given land under the Tribal Rights Act, while there is a rejection of whopping one lakh applications. However, we were told that efforts are being made to expedite things."

Oraon also found "problem" with providing education in the tribal areas. "There are schools, but no teachers. There are science colleges but no faculty. There are no laboratories. There is also the problem of taking preventive measures to fight such deadly diseases like leptospirosis and cycle cell, prevalent among the tribals", he said, adding, "However, we found proactive measures like 108 service reaching tribal areas in no time."
