NGOs’ uneven relief distribution irks Uttarakhand -Subodh Ghildiyal

NEW DELHI: The sight of voluntary organizations generously helping villagers in the wake of the Uttarakhand tragedy was heart warming. But, its flip side has the state government concerned.

The NGO dole given to villages has caused heartburn among other hamlets where these voluntary organizations did not reach, largely because the relief by non-state bodies is lavish when compared to the structured help provided by the government. Such action also includes the generous work undertaken by rich philanthropists who are high on help but their reach is limited.

With people complaining of discrimination, the state government has issued orders asking NGOs to coordinate with district administration for relief work.

Uttarakhand chief minister Vijay Bahuguna told TOI, "The NGOs have distributed good relief but it is done in a haphazard manner. They go to villages closer to the roads or landing points and not to the interiors. Now, they will contact district magistrates for the relief they want to give."

The CM pointed to a big business house which had done "commendable" work in a village but at the cost of making other villages appear less fortunate.

It is argued that coordinated action between the administration and NGOs will lead to uniform distribution of aid in an area. "Cohesion between the NGOs and the government is necessary," Bahuguna said.

As the administration fights to restore normalcy in the hill state, the vast network of NGOs that worked in the state appears to be under scrutiny.

Sources said the state government is set to ask voluntary outfits to disclose the funds collected by them to provide succour to Kedarnath victims and also give details of the relief they have provided.

The chief minister held a meeting with the NGOs, and the state government may soon issue letters seeking details. Though unexpected, the move seeks to cross-check the claims made by social workers with the facts on the ground.

A senior official said it would also help bring accountability into the massive relief operation run by the government and the voluntary organizations. Sources said around 300 NGOs are active in the state.
