NHRC issues notices for septic tank deaths by J Balaji

The National Human Rights Commission (NHRC) has issued notices to the Delhi government Chief Secretary and Municipal Corporation of Delhi (MCD) Commissioner on the death of three persons due to asphyxiation while cleaning a septic tank in a banquet hall on G.T. Karnal Road in Adarsh Nagar on May 18.

The two officers have been asked to reply in four weeks and also give details of the persons died while cleaning manhole in Delhi for the last five years. NHRC took up the case suo motu based on media reports.

No protective gears

The report alleged that Babu Lal (17) and Ravinder Kumar (27) died after inhaling toxic gases in the manhole. After being forced by the employer to go inside the manhole to help the duo, another employee Harish Maini (17) too died of asphyxiation. Unfortunately the victims had covered their nose only with napkins while going into the manhole, instead of using mandatory protective gears.

The panel observed that if the media reports were true then it was a serious issue of violation of human rights of the victims, and issued notices to the officials.
