No extension to RTE Act’s implementation deadline -Akshaya Mukul

NEW DELHI: HRD ministry has categorically ruled out extension of three-year deadline to states who failed to create the necessary infrastructure to implement the Right to Education (RTE) Act, whose deadline expired on March 31.

Acceding to the extension request would have meant amending the RTE Act. But at the end of 61st meeting of the Central Advisory Board on Education (CABE) HRD minister M M Pallam Raju claimed there is a consensus not to extend the deadline. However, Congress-ruled states like Maharashtra and Uttarakhand vociferously demanded extension and painted a grim scenario of thousands of schools closing down. But Raju maintained there is a need to punish states that have not done enough in three years. He also denied that the Centre is being stubborn about extending the deadline. A spate of court cases is expected in the next few months from parents and other stakeholders against non-compliance by schools. Raju also said people are free to move courts.

However, Raju allayed fears that non-compliant schools would close down immediately. He said the process of closing schools would be carried out by the state governments and they can be lenient. Ministry officials also said closing of schools is a long process running into several stages. Notices would be sent out to schools and sufficient time would be given to them for reply. There is also provision of committee taking the decision of closure that would finally have to be approved by the state government. "It is possible many schools would work overtime to create the necessary infrastructure during this period. There is no immediate threat," one official said.

Raju said the past three years have seen remarkable improvement in infrastructure and enrolment. Physical targets like construction of classrooms, toilets have been met to the tune of 90%, but teacher recruitment suffers from serious shortcomings in several states.

The meeting was not attended by education ministers of Gujarat, Uttar Pradesh and Bihar. Maharashtra, Uttarakhand and Madhya Pradesh severely criticized Continuous and Comprehensive Evaluation and no-detention policy of the RTE Act. Ministers of these states said teachers themselves do not have enough grounding in the CCE. However, Raju said, non-detention does not mean no examination. He admitted there has been fall in attendance due to the no-detention provision. A sub-committee of CABE has also been formed under Haryana education minister Geeta Bhukkal to look at no-detention provision.

CABE approved the proposal to introduce National Cadet Corps and National Social Service as an elective subject in select autonomous colleges.

As for HRD ministry's proposal for a National Testing Agency, CABE said the idea needs to be deliberated more.
Project Aakash hasn't been shelved: Pallam Raju

HRD minister M M Pallam Raju denied that low-cost tablet Aakash has been shelved. He said version four variants of Aakash is being developed by IIT-Bombay. The problem, he said, has been at the level of production and promise of delivery of one lakh tablets by March 31 hasn't been met.
