No misuse of SSA funds: HRD Ministry

The Human Resource Development Ministry has refuted allegations of misuse of grants provided by the U.K. Department for International Development (DFID) for the Sarva Shiksha Abhiyan (SSA), as reported in the media.

In a statement issued here, the Ministry said expenditure under the SSA was incurred as per well-defined norms articulated in the SSA Framework of Implementation and the Manual of Financial Management and Procurement. Up to 6 per cent of SSA funds can be spent on office expenses and management such as office equipment, salary and fee of resource persons, rentals for office space and vehicles.

“SSA funds are released to the States based on their approved Annual Work Plan and Budget (AWP&B). The reimbursement of the expenditures is claimed from the Development Partners based on actual expenditures incurred. The reimbursement claims are also contingent upon completion of annual audits and submission of audit reports. The Development Partners invariably exercise appropriate checks while admitting reimbursement claims.

“The SSA follows a rigorous and robust monitoring system which includes concurrent financial review by an independent agency, namely the Institute of Public Auditors of India, the Annual Statutory Audit by Chartered Accountants, selected from the C&AG panel of CA firms,” the statement said.

It pointed out that the Quarterly Review meetings with financial controllers in addition to a post-procurement review by the World Bank on a sample basis in 2009-10 and the findings of these post-procurement reviews also indicated satisfactory procurement practices.

The SSA also has a system of biannual Joint Review Missions (JRMs), in which the Development Partners participate. The DFID has been an active participant in all the JRMs.

Expressing dismay and shock over the unsubstantiated allegations in the press, the Department of School Education and Literacy is writing to the Department of Economic Affairs, Ministry of Finance and Ministry of External Affairs in this regard.
