UPA partners Trinamool Congress and DMK rejected Prime Minister Manmohan Singh's appeal to drop their opposition to FDI in retail on Thursday, enhancing the possibility that the government may have to announce that it will not roll out the decision.

Although a formal notification to make the Cabinet decision operational has already been put off, the unrelenting opposition from Trinamool and DMK may force the government to put it in deep freeze to appease the allies whose combined strength of 37 in Lok Sabha can help the Centre prevail in a vote on BJP-sponsored adjournment motion.

Both Trinamool and DMK made plain their decision not to support the Cabinet decision at a meeting the PM held with allies to get them on board, triggering fears of a prolonged shutdown of Parliament and continuing legislative paralysis.

The Centre was not ready to open its cards till late on Thursday night. Minister of state for parliamentary affairs Rajiv Shukla, when asked about BJP's demand for rollback or pausing of the decision, told Times Now, "BJP has made some suggestions as were made by others in the all-party meeting. We are considering them."

Sources said the PM told Trinamool representative Sudip Bandopadhyaya to explain to his leader, West Bengal CM Mamata Banerjee, that the Centre's controversial decision imposed no obligation on her to let foreign retail chains into her state.

Bandh call works & fails in patches Anationwide bandh called by traders on Thursday against FDI in the retail sector, did not elicit the same response from traders across the country, with some states reacting with ambivalence to the call for strike and others responding with gusto. The bandh was partial in Delhi, Andhra, and Assam.
