'No starvation death in Dantewada' by Nitin Sethi

No one has died of starvation in conflict-hit villages in Chhattisgarh's Dantewada district, but tribals are 'living with starvation, in great penury and destitution', the Surpeme Court's Special Commissioner Harsh Mander has submitted in his report.

In a strong indictment of the state government as well as Left Wing Extremists, the commissioner has reported that everyone – the security forces, naxals and 'vigilante armed civilian groups' — have unleashed unending cycles of violence against the people trapped in these villages.

"There was a complete abdication of all the state's welfare functions as a result of which people are unable to access basic amenities like clean drinking water," Mander has noted in his report submitted to the apex court on Friday.

While the Maoists have bombed and destroyed the school buildings, the security forces have raided and looted their grains leaving the tribals destitute, Mander said.

In a strongly-worded statement against the armed civil groups, Mander has said, "I could observe that this was not simply a routine surgically executed attack...there was evidence of vicious personalized hatred of the kind that I have observed only in communal pogroms and anti-dalit attacks."

The state government's backing of these civil vigilante groups has ensured that little development assistance meant for the trapped has ended up in the hands of 'spontaneous' supporters of Salwa Judum.

Accepting that the fear of Maoists is real, Mander has explained that the withdrawal of most public officials from the conflict-hit villages could be attributed to the fact that a majority of them are outsiders. He has warned that the faulty recruitment policy and lack of schools could lead to a situation, where tribals would remain uneducated and consequently would be ineligible for developmental jobs for the next two decades.

He has recommended, besides other things, that the state government restore development and welfare activities in all the 644 'affected villages' within the next three months and all vacant positions should be filled in the next six months, preferably with locals.
