No takers for implementing Narendra Modi's health mission -Kapil Dave

GANDHINAGAR: The chief minister's flagship programme of Balam Sukham Mission that was launched with much fanfare before the assembly polls last year, stands caught in the inter-departmental crossfire. Launched to address the problem of malnutrition among women and children after Modi had drawn flak for his remarks on the subject in an interview, the programme has not moved forward as neither the health department nor the women and child development (WCD) department are willing to own it.

The mission was announced by Modi on his birthday on September 17 last year. Both the departments have contested and discussed why it should be the other one responsible for implementing the programme.

Sources said that the state government has now in principle decided to hand it over to the WCD department even as the mission lacks financial and technical support to take off. The issue was discussed several times in the secretaries meeting and even in the state cabinet a few days ago.

Sources informed, "Initially the health department initiated the formation of the mission but it later on proposed that the WCD department should own the project as it is the anganwadis which primarily carry out activities for women and child directly. The WCD department opposed the proposal on the ground that it is a new project and it does not have the qualified and paid manpower to execute it.''

The objective of the mission is to have an integrated and holistic approach while taking preventive and curative measures to combat malnutrition in Gujarat. The purpose is to establish an umbrella for key departments implementing or dealing with issues of nutrition, health, education along with water and sanitation services to come together for prevention and reduction of malnutrition in women and children.

The state government's data says that every second child under five years is underweight. In simpler terms, 45 per cent of all children are underweight. No district is free from malnutrition as 16 out of the 26 districts have 45 to 64 per cent underweight children and nine of the 12 tribal districts have 45 per cent or more underweight children.

It also says that there is high prevalence of anemia among married women (55 per cent), pregnant women (61 per cent), adolescent girls (57 per cent) and children (80 per cent). Worse, the rate is increasing at an alarming rate.
