New Delhi: Union home ministry sources today blamed the Haryana government's "wilful neglect" and "abject surrender to lumpen elements" for yesterday's mayhem by Dera Sacha Sauda followers.

"Initial assessment reports from the ground suggest a complete administrative and police failure. There was no leadership and no instruction from the police brass to deal with the mob. The will was lacking," a senior ministry bureaucrat told The Telegraph .

"It points to wilful neglect of responsibility by the administration."

The assessment echoes Punjab and Haryana High Court's comment blaming the Haryana government's "vote bank" politics for the Dera hordes getting a free run of Panchkula.

The home ministry bureaucrat said the state government had failed to learn anything from the violent Jat quota agitation that killed 30 people last year.

Sources said the state administration had even failed to utilise the services of the 160 companies of central forces (16,000 troops) that had been sent after intelligence warnings about a possible backlash if the Dera chief was convicted of rape.

"The Centre immediately sent 16 paramilitary companies but the initial reports suggest they were not utilised. There was no coordination between local police and the central forces," a senior CRPF officer said.

Former BSF director-general Prakash Singh, who had slammed the Haryana government for its inept handling of last year's Jat agitation in his fact-finding report, today said the police had failed to act yesterday under "political pressure".

After facing flak for the Jat violence, Haryana chief minister Manohar Lal Khattar had set up the fact-finding committee under Singh to probe the lapses.

"The police should have prevented the entry of Dera supporters, who were armed with petrol bombs, firearms and other lethal weapons. It seems the state government did not give any clear instruction to the police and deliberately allowed them to enter because of vote-bank politics," Singh said over the phone today.

"Senior officers, including the Haryana police chief, failed to lead from the front yesterday. There was no clear instruction even from the chief minister, who surfaced only after the violence had killed so many people."

He added: "Policemen displayed cowardice and avoided strong action fearing it won't be supported by the state government. Instead of acting against the mobs, cops were seen fleeing."

Singh said Khattar had asked him to stop working on his second report after the Jat violence that was to focus on police reforms and operational autonomy for the force.

"He was not happy with my earlier report and I was asked to abort the second report," Singh said.

In his first report about the Jat violence, Singh had slammed the police brass and alleged an administrative paralysis.

"The highest functionaries in the government failed to show the kind of guidance, direction and control" expected in a crisis, he had written.

Singh had indicted 90 police and administrative officers, several of whom were suspended or transferred.

"As a former IPS officer, I feel ashamed that nothing has changed in Haryana's policing. This is what happens when police and administration listen to their political masters," he said today.

Senior officials from the Intelligence Bureau and the central paramilitary forces today handed a report to Union home minister Rajnath Singh during a security review of the country in general and Haryana and Jammu and Kashmir in particular.

National security adviser Ajit Doval and the chiefs of the central paramilitary forces attended the meeting.
