The formal notification allowing exports of 5 million tonnes of rice and wheat under the open general licence (OGL) will not specify separate cap for cereals, but the government will monitor exports to ensure a ceiling of 2 mt for wheat and 3 mt for rice.

"We have had problems earlier with the courts on specification of quantity ceiling under OGL exports and on specific allocation of export quantities to exporters. In view of that, the ceiling on exports decided for rice and wheat by the EGoM will be informal. However, we will monitor exports strictly and ensure that an informal ceiling of 2 mt for wheat and 3 mt for rice is adhered to," food minister K V Thomas, who was to brief Prime Minister Manmohan Singh on the subject later on Friday evening, told ET.

Thomas on Thursday had said that export of wheat and non-basmati rice would be stopped once shipments reach 2 mt each. This had drawn a sharp reaction from some quarters as open general licence means that there are no quantitative or licencing restrictions.

The OGL notification by the Directorate General of Foreign Trade (DGFT) under the Commerce Ministry is likely to specify mandatory registration of exporters. The registration will allow exporters who register first to export first, without specific allocation to individual exporters, subject to the overall informal ceiling. "The registration of exporters could be done on first come-first registered basis until the capped quantity is exhausted," a government official said.

Indications are that an MEP could be imposed on rice to regulate exports once the informal ceiling of 3 mt, including 1 mt of non-basmati and 2 mt of parboiled rice, is reached.

The notification is likely to be out by late next week or early the week after, which means that the actual exports of both the cereals is likely by early October, the time the kharif marketing season starts, bringing in fresh summer crop into the market.

The urgency to hasten notification is to reduce pressure on storage space available with the government for cereals while at the same time also keeping an eye on the stocks available with the Centre to service PDS and welfare programmes and the Right to Food law that is expected to be operational in the coming financial year.

Although open-market trade on cereals exists, the additional avenue of unrestricted or free exports for both rice and wheat being created is expected to reduce the pressure on state agencies for procurement from farmers. Under the Food Corporation of India (FCI) rules, the agency has to procure all the cereals brought to it for sales by farmers.

The FCI, the nodal agency for foodgrain procurement and distribution, had 25.27 mt of rice and 35.87 mt of wheat in its storage facilities as of August 1.
