In a fresh controversy over how the Mamata Banerjee regime takes criticism, the West Bengal Higher Education Department has sought an explanation from two government college teachers whether they took permission to take part in television discussions, in which they allegedly expressed “anti-government views.”

 Debasish Sarkar, associate professor of Economics at Jhargram Raj College, and Shampa Sen, head of the Department of Bengali at Hooghly Mohsin College, have been asked to respond to a complaint made by a retired teacher that they had expressed “anti-government views” in the recent TV debates without obtaining permission from authorities as mandated in service rules. The complaint alleged that the views expressed by the teachers were politically motivated and aimed at disrupting the academic atmosphere of an educational institution. The Higher Education Department has sought from them “a suitable reply sustaining the allegations” within 15 days.

To a question by journalists, Higher Education Minister Bratya Basu said here on Friday that his department only sought to know whether the teachers had sought permission from authorities before expressing their views through the media.

Pointing out that teachers in a government college were holding a “cadre post,” Mr. Basu said there was a distinction between them and academicians in universities and government-aided colleges.

 “Those in the cadre post are required to seek permission from the authorities before expressing their views to the electronic or print media as per the government code. We have not formulated the code [ourselves].”

When it was pointed out that the complaint stated “anti-government views” were expressed by the teachers, Mr. Basu said: “I do not know what the retired teacher [complainant] has written. We just want to know whether or not they abided by the rules.”

But Both Prof. Sarkar and Prof. Sen maintained that the communication sent to them earlier this week did not merely seek an explanation but also questioned their voicing anti-government views.

“I am not a political person and I have not uttered a single word against the government. I have only expressed my views on the television show,” Prof. Sen told The Hindu , adding she had sought permission from the government to speak on public fora as she was also a theatre personality. 

Both teachers said they would send their replies within the stipulated period.
