NREGA: Jairam rejects Pawar claim, says no impact on farms by Priyadarshi Siddhanta

Rural Development Minister Jairam Ramesh has rejected Agriculture Minister Sharad Pawar’s suggestion on modifying MGNREGA’s guidelines, saying it has not impacted the availability of workers for the farm sector. Ramesh has told Prime Minister Manmohan Singh that on the contrary it has led to major increase in farm wages and kind of works being executed with most of the works being taken up during the off-season periods.
In reply to Pawar’s letter, Ramesh in his letter to Singh on December 19 ruled out the perception of conflict between Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) and Pawar saying the average person-days of work generated under the flagship programme never exceeded 54 days per household. This indicates the critical but small and supplementary nature of this employment “for our self-selecting poorest people”, the minister pointed out.

“An analysis of the quantum of MGNREGA works provided across the year indicates a power seasonal fluctuation, with a disproportionately higher share of works being done during the off-season in agriculture,” Ramesh argued in his letter.

In his letter to Singh late last month Pawar had demanded that at least three months in a year should be considered an off-duration for MGNREGA so that farm labourers are available for agricultural operations. He had contended that while assets created under the NREGA “may or may not have productive use”, the programme was “adversely” impacting the agriculture sector by “drawing out agriculture labourers from agricultural operations”.

Disagreeing to his contention, Ramesh argued that MGNREGA has led to major increases in wages if rural workers. Citing data from the National Sample Survey Organization, Ramesh said majority of workers under the flagship scheme are impoverished small and marginal peasants, especially in the tribal areas. “The tightening of the labour market post-MGNREGA is a positive indicator from the point of view of poverty alleviation,” Ramesh told Singh.
