Union Rural Development Minister Jairam Ramesh has rejected the charge of being politically motivated in seeking Mayawati-led Uttar Pradesh government’s consent for a CBI probe into alleged irregularities in the implementation of the rural job guarantee scheme (NREGS). He reiterated that a CBI inquiry is the only option to send a strong message against instances of irregularities in the state.

Ramesh made this point in his letter to Uttar Pradesh Rural Development Minister Daddu Prasad, who had criticised the Union Rural Development Ministry for not providing guidance to the state government regarding the key initiatives it took to implement the scheme effectively in the state.

“I had no political motive in the said letter to the Uttar Pradesh Chief Minister. CBI inquiry is the only option to send a message that deliberate embezzlement of public funds will not be tolerated at any cost,” Ramesh told Daddu Prasad in a letter written on Tuesday.

The Union Minister, however, did not reply to the charges of not guiding the state how to go ahead with its initiatives to implement the scheme effectively. “I will take some days before I could react to issues raised by you. I will be responding to your letter in detail by the end of this week,” he wrote.

Ramesh sought to turn the tables on the Mayawati government, suggesting that Uttar Pradesh had been non-cooperative with the Union Rural Development Ministry. In this regard, he cited other Opposition-ruled states — Bihar, Madhya Pradesh, Jharkhand, Chhattisgarh and Orissa — whose chief ministers or ministers met him and sorted out state-specific issues pertaining to implementation of various rural development schemes being run by the ministry.

“As far as the rural development programmes are concerned, we have been working in enhanced cooperation with states like Madhya Pradesh, Bihar, Jharkhand, Orissa and Chhattisgarh and have managed to resolve some long-pending issues of some of these governments in the last lwo months. There is no reason that Central government and the state government cannot be partners in Uttar Pradesh,” he noted.
