NREGS to give 100-day work to 3 million families in AP by B Krishna Mohan

The Andhra Pradesh government has fixed a target to provide compulsory 100 days employment to 3 million households through the Mahatma Gandhi National Rural Employment Guarantee Scheme (NREGS) during the financial year 2010-11. Last year, only 1.4 million households were provided with 100-day work in the state.

In all, the state is aiming to touch 6.2 million households during the year implying a spend of about Rs 7,000 crore, up 52 per cent, compared with Rs 4,600 crore spent last year.

Speaking to Business Standard, Employment Generation Scheme director A Murali said the state government this year had floated fixed labour groups for transparency and ease in social audit of the centrally-sponsored programme.

Andhra Pradesh is next only to Rajasthan in implementing the national scheme. The state has the distinction of touching 98 per cent of the targeted workforce as the programme is implemented in 68,983 habitations in 22 of the 23 districts. The remaining are kept out of the work ambit due to age restrictions.

This year, the effort would be to increase the average number of workdays per household to about 80 from 66 days last year and 49 the previous year. The average wage paid so far this year has been Rs 96 as it ranged from Rs 70 to Rs 120 per day. Of the total expenditure, wages account for 90 per cent and material the remaining ten per cent. About 3 million people are on work on any given day.

Community-managed sustainable agriculture, land development and increasing the productivity through non-pest management are the key areas providing employment in the rural areas. The government stopped taking up irrigation porgrammes under this scheme as they will be covered under a World Bank-sponsored scheme.

Road laying is the major component this year as Rs 1,800 crore has been earmarked for an estimated 18,000 km. Fifty per cent of these roads would come up in the SC/ST habitations.

So far, 3.5 million people have been provided with smart cards for paying the wages.

Among other things, the state government has introduced an electronic fund management system. According to Murali, the system is a first-of-its-kind and will help in planning fund usage. The system will also be replicated in various parts of the country and a central team will visit the state to study the model.

On the leakages, Murali said there were instances of some field assistants adding their relatives and friends on the job card list.

There were also instances of bills showing the use of tractors, when none was used. However, these were identified in the social audit and the government had actually recovered Rs 10 crore that was misappropriated.
