Only 2,808 gram panchayats, one block panchayat have been chosen for 2010 award

The incentive award the Ministry of Panchayati Raj gives annually to the Panchayati Raj Institutions to take up sanitation promotion schemes somehow doesn't seem to be a motivating factor anymore with the number of panchayats getting the award declining drastically over the years.

Only 2,808 gram panchayats and just one block panchayat have been chosen for the 2010 award, which will be given away by President Pratibha Patil at a function here on Wednesday.

Instituted in 2005, the award is given to Panchayati Raj Institutions which attain full sanitation coverage with a totally open, defecation-free environment.

But the number of awards has been falling drastically since the last two years, after reaching the peak in 2008 when 12,144 panchayats, 112 blocks and eight zila parishads bagged the awards.

A year later, the number of awards given away dropped significantly.

Only 4,566 gram panchayats qualified, just about 38 per cent of the awards given away in 2008.

It was much worse in the case of block panchayats, with just 28 getting rewarded for their efforts, which is just 25 per cent of the 112 blocks the previous year.

In the case of zila parishads, the number came down by 75 per cent, with just two getting the award in 2009 against the eight in 2008.

Ever since its institution the number of awards rose steadily risen till 2008, until recently.

For 2010, not even one zila parishad qualified and only one block will be receive the award, while a mere 2,808 panchayats have been shortlisted for the honour.

There are more than 2.5 lakh panchayats in the country.

The number of awards announced only underscores the poor progress of the objective of achieving full sanitation coverage.

The rewards range from Rs. 50,000 to Rs. 5 lakh for gram panchayats, depending upon their population. In the case of blocks, it varies from Rs. 10 lakh to Rs. 20 lakh, while for the zila parishads it ranges from Rs. 30 lakh to Rs. 50 lakh. Officials said several factors are considered, but consideration of reward under any category is taken only upon receipt of an application from the respective States.

Maharashtra is the biggest beneficiary during the 2010 awards with 694 panchayats set to get the reward, followed by Madhya Pradesh at 344, Haryana at 259 and Tamil Nadu at 237.
