Advocating larger consultations on the Lokpal Bill, National Advisory Council (NAC) members Aruna Roy and Harsh Mander on Tuesday said there was need for wider and more geographically spread discussion than had been done before.

The statement came on a day when social activist Anna Hazare went on fast in support of a stringent Lokpal Bill. The NAC working group on transparency, accountability and governance headed by Aruna Roy, which met on Monday, felt corruption of any kind should fall within the ambit of a lokpal. Including the office of the PM is a significant difference between the government draft and the one finalized by activists.

On the issue of transparency, there was agreement that the RTI Act would form the minimum standard for transparency. The discussion was centred on whether the draft bill could go beyond RTI, including doing away with some of the exemptions under Section 8 of the RTI Act.

However, the two members expressed reservations on including all grievances within the ambit of the lokpal and on unconditional transparency, where matters of privacy are concerned. The issue is still to be discussed in the full NAC meeting. Roy also said there were many other issues which needed to be re-visited in the government's draft Lokpal Bill and which needed greater discussion.

Meanwhile, supporting NGO India Against Corruption on their stand, the National Campaign for People's Right to Information (NCPCRI) stressed the need for a single law that would create a strong Lokpal Bill at the Centre and similarly empower lokayuktas in the states to investigate and prosecute cases of corruption involving public servants, including ministers.

There was unanimity in giving financial and operational autonomy to such bodies. The process of selection of lokpal and lokayuktas must be transparent and participatory without any intervention by political establishment. Participants at the consultation on Sunday differed on the subject of including grievance redress mechanisms in this law.
