One-third of BDOs in Bihar face corruption charges -Santosh Singh

Patna: Out of 534 block development officers posted across Bihar, 181 or one-third are currently facing probe — mostly for alleged misuse and misappropriation of fund meant for the Indira Awas Yojana. In fact, 58 BDOs face corruption charges for their dubious role in the implementation of IAY. This was revealed in an RTI query by Buxur resident Shiv Prakash Rai, who had asked for a list of accused BDOs with status of cases against them.

The Rural Development Department gave the information on November 6 (The Indian Express has a copy of the reply), only after the intervention of the Bihar State Information Commission.

The government listed cases against 114 BDOs. However, Rural Development Minister Nitish Mishra told The Indian Express that a total of 181 BDOs are facing probe and 93 have been sent back to parent departments — an action considered the biggest punishment for a BDO for he or she will have to work under juniors.

Key findings:

Most common allegation against BDOs is irregularities in the IAY. Shiv Narain Azad, the then BDO of Darbhanga Sadar, is accused of benefitting the same person twice under the scheme. He has been sent back to parent department and an inquiry against him is on. Arun Kumar Prasad, Kalyanpur BDO, faces charges of allotting IAY houses to undeserving people. n Another allegation against BDOs is massive irregularities in implementation of welfare schemes at the nagar panchayat level. The then Barauli (Gopalganj) BDO, Uday Kumar Tiwari, faces allegations of irregularities in welfare schemes; so does then Bachwara (Begusarai) BDO, Nilu Paul. The then Tarapur (Munger) BDO, Kameshwar Prasad Gupta, faces allegations for irregularity in tube well scheme.

BDOs faced public ire for tardy implementation of Mukhyamantri Kanya Vivah Yojana, under which Rs 5,000 is given to each Dalit family. The BDOs of Manjha and Kuchaitkot in Gopalganj face this allegation. Another key scheme, Kabir Antyesti Yojana, under which Rs 1,500 is given for the cremation of a Mahadalit, saw two BDOs (both from Samastipur) face probe for irregularities.

n Misuse of Backward Region Grant Fund is another allegation against BDOs. Then Laxmipur (Jamui) BDO, Vojay Kumar, and two others face this allegation.

n Sampoorna Gramin Rojgar Yojana, under which grain is given as wages for labour, saw seven BDOs from East Champaran face charges of irregularities.

Mishra said, “These BDOs have brought disrepute to the government. Of the 181 BDOs facing probe for corruption, 93 have been sent back to their parent organisations, 75 have been issued showcause notices.”
