Order to stop coal mining in S. Garo Hills -Andrew W Lyngdoh

Shillong: Perhaps for the first time, the South Garo Hills district administration has ordered all coal mining activities in the district to be stopped following deaths in mining areas caused by negligence.

South Garo Hills deputy commissioner Chinmay Gotmare issued the order on Monday under Section 133 CrPC, which pertains to removal of nuisance.

While issuing the order, Gotmare observed that it has been made to appear to him that coal mining is being carried out in an unscientific and irregular manner in South Garo Hills, inconveniencing the public.

He also noted that such unscientific and irregular coal mining has caused death and injured miners, as it was reported to him.

The deputy commissioner pointed out that the onset of monsoon and continuous rain in the region may result in caving in of operating coal mines.

This may cause more accidents, posing a threat to the life and security of the public, in general and coal mine workers in particular.

"Therefore, by exercising the powers vested upon me by the provision of Section 133 of CrPC, I do hereby direct all concerned that coal mining in the entire South Garo Hills district should be stopped with immediate effect until further orders," Gotmare stated.

He said any disobedience to this order shall be punished as per the provisions of Section 188 IPC (disobedience to order duly promulgated by public servant).

Speaking to this correspondent over phone, Gotmare said the police have been directed to keep a check on the mining areas to ensure that the order is upheld and abided by all concerned.

He also replied in the affirmative on whether it was a fact that coal mine operators carry out digging black diamond without any licence.

The Nangalbibra region in South Garo Hills is rich in coal deposits and hundreds of mines have come up there from where several thousand tons of coal is being exported to Assam and Bangladesh.
