Orissa cuts dependancy on FCI, targets 32 lakh tonne rice

The Orissa government has set a target of procuring 32 lakh tonne of rice this time despite bad weather, reducing dependance on the Food Corporation of India (FCI), official sources said today.The decision not to wholly depend on the FCI was taken at a cabinet meeting chaired by Chief Minister Naveen Patnaik here last night."As performance of FCI was not satisfactory in 2009, the state government decided to reduce target for procurement by FCI from 8 lakh tonne to 4 lakh tonne this time," Chief Secretary B K Patnaik told reporters.Despite repeated appeals to speed up rice procurement last year, FCI lifted only 1.8 lakh tonne against a target of 8 lakh tonne, he said.The state government had last year drawn the attention of Union Agriculture minister Sharad Pawar, but there was no change in FCI's attitude, the minister said.Therefore, the state government chose to procure rice by not depending on the FCI. The central undertaking would be allotted some districts with less rice production, he said.Stating that the Orissa State Civil Supplies Corporation (OSCSC) would be assigned major responsibility of rice procurement, the chief secretary said that other agencies including women self-help groups and pani panchayats would be also involved.While government agencies would collect 29 lakh tonne of rice, millers would be allowed to lift only three lakh tonne of rice during this season, he said.The farmers could sell their rice at primary agriculture cooperative societies besides 'mandis'.The state government this time also decided to make account payment to all farmers disposing their rice, he said adding the state produced about 70 lakh tonne of foodgrains.While agriculture experts predicted decline in Kharif production this time due to inadequate rainfall in about 15 of the 30 districts, the state government felt that procurement target should be achieved.To a question on lack of adequate storage facilities in the state, the chief secretary said that the government was making facilities to stock an additional 4 lakh tonne of foodgrains.
