The over 2 lakh gram panchayats across the country will have to start recording their sittings in audio and video by the end of this month to bring transparency to proceedings, the panchayati raj ministry has ordered.

The ministry issued a detailed order last December to all states and Union territories and warned that any panchayat failing to follow the rule would suffer cuts in funds to run government programmes.

“This is to make gram sabhas corruption-free. Many times we have come to know that decisions were taken contrary to the gram sabha’s opinion. But now the video should provide a means to verify facts,” Union panchayati raj minister V.K.C. Deo said.

“The states will ask their panchayati raj officials at the district and block levels to ensure implementation of the guidelines. This order is mandatory for all panchayats. If any panchayat does not abide (by the rules), it will not get adequate grants,” he said.

In case a gram panchayat does not have the equipment to record its meetings, it must approach the state panchayat department officer posted in that block.

Gram panchayats play a crucial role in the implementation of rural development schemes such as the Mahatma Gandhi National Employment Guarantee plan, the Indira Awas Yojana, National Rural Livelihood Mission, plans under the Forest Right Act as well as the Panchayati Raj Extension to Scheduled Areas Act. The Union government spends nearly Rs 90,000 crore each year on rural programmes.
