A committee appointed by the Union Government has found fault with the entire process of land reforms, particularly the dubious role of officialdom, and called for revisiting the land ceiling limits and that too with retrospective effect.

The Committee on State Agrarian Relations and the Unfinished Task in Land Reforms, set up subsequent to the constitution of the National Council for Land Reforms under the Prime Minister, has underlined the relevance of land ceiling as a redistributive programme emphasising that most of the beneficiaries are not in possession of the allotted pieces of land.

Quoting estimates of the Lal Bahadur Shastri National Academy for Administration that the potential of ceiling-surplus land in the country was approximately 21 million hectares, the report points out that out of a declared 2.7 million hectares surplus States have taken possession of only 2.3 million hectares and distributed only 1.9 million among 5.5 million households.

Apart from the fact that cases were pending in revenue courts and High Courts, the failure to acquire ceiling-surplus land or benami land holdings has been attributed to “under-locked interest structure developed among large landowners, the elite including the village elite, and members of the bureaucracy.” The committee has come down heavily against “inefficiency and lack of interest on the part of the officialdom”. It observed that bureaucratic behaviour also excluded the panchayat functionaries from the land reforms process. Inferior quality land was surrendered or taken over and where the beneficiaries were given possession these happened to be areas that only proved to be a liability.

Taking exception to the fact that the States had not taken into account the subsequent upgradation in the quality of land in newly irrigated areas, and that large chunks were retained by religious and educational institutions, the report mentions “the urgent need to revisit the issue”. It has recommended lowering of the ceiling limit as considerable areas were not properly covered in the implementation and treating land ceiling on a continuing basis taking into account value addition in the form of irrigation and watershed programmes.
