Panel frowns on static scholarship amount -Basant Kumar Mohanty

New Delhi: A parliamentary panel has voiced shock that a scholarship for underprivileged meritorious students had not been revised since the scheme was launched in 2008, leaving it at less than half of what households now spend on average on a higher secondary student.

According to a survey on social consumption, households spend Rs 12,619 a year on a plus-2 student's schooling, while the yearly amount under the National Means-cum-Merit Scholarship Scheme (NMMSS) has remained at Rs 6,000.

The amount is also lower than what a household spent on a secondary (Classes IX and X) student in 2014 - Rs 7,459 - according to the government's National Sample Survey report.

Earlier this month, the department-related standing committee of Parliament on the human resource development ministry questioned the ministry on the delay in revising the scholarship amount. Sources said the committee, headed by BJP MP Satyanarayan Jatiya, expressed shock when ministry officials revealed that the amount had not been revised since the scholarship scheme was launched in May 2008, when the Congress-led UPA I government was in power.

Ashok Ganguly, former chairman of the Central Board of Secondary Education, said the scholarship amount "should not be less than Rs 18,000 per annum, going by inflation". "Meritorious students need support. And those from poor families need also nutritional support," Ganguly said.

The central scheme was started to help one lakh meritoriousstudents in government and aided schools with a parental income of less than Rs 1.5 lakh a year. The students, selected through state-level entrance tests every year, get the scholarship for four years till they complete their secondary and higher secondary (Classes XI and XII) education.

But they cannot shift to private schools and have to score at least 55 per cent marks in their school exams in Classes IX and XI and 60 per cent in their Class X board exam to continue getting the scholarship.

Under the scheme, each state has been allotted a certain number of scholarships. Uttar Pradesh, for example, can recommend around 15,000 students for the scholarship. Bengal's quota is 7,250.

Official sources said that when Kapil Sibal was the HRD minister, a move had been initiated to double the scholarship amount and raise the yearly parental income cap to Rs 2 lakh. "The matter was referred to the erstwhile Planning Commission, which gave its approval towards the end of the UPA government's tenure. After the NDA came to power, the matter did not make any progress," a source said.
