An expert panel has suggested three ways of comparing students’ marks across 26 Class XII boards for admission to about 40 central institutions, amid indications that a percentile-based matching may be approved.

One of the other options is based on the calculation of a board’s mean score, and the third on the determination of the mean as well as the standard deviation (a statistical concept), sources told this newspaper.

They added that the panel had recommended the percentile-based method as the best, and that this option was most likely to be endorsed. An independent expert too said “the percentile is the best option”.

“The other (two) methods bring the risk of absurd results since the distribution of scores is far from normal,” said the director of the Chennai Mathematical Institute, Rajeeva Karandikar.

“I have seen the CBSE (Central Board of Secondary Education) scores’ distribution over a five-year period. They showed significant departures from normality.”

In the percentile method, a student is awarded a percentile score after his marks are compared with those of the best performer from the same board. Students’ percentile scores are treated on a par across boards.

The Union human resource development ministry had set up the expert committee, which included the CBSE chairman, National Institute of Technology (Delhi) director, and teachers from the Indian Institute of Technology, Kanpur, and the Indian Statistical Institute, Calcutta. It handed in its report last week.

Many central technical institutions, including the nearly 30 National Institutes of Technology, will accord 40 per cent weight to an admission seeker’s board marks and 60 per cent to his score in the all-India Joint Entrance Examination Main. Nearly 15 lakh students will take the JEE Main on April 7.

The Indian Institutes of Technology, though, resisted the ministry push to accord 40 per cent weight to board marks, citing the differences in syllabuses and methods of evaluation across boards. They will base admissions on candidates’ results in the JEE Main and JEE Advanced.
