A standing committee of the Legislature comprising members from the Assembly and the Council will oversee the implementation of Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) and other rural development schemes to put an end to embezzlement of its funds. Responding to a demand made by the Opposition in the Assembly on Friday for constitution of a House Committee to go into the irregularities in implementation of the scheme, Speaker Nadendla Manohar announced that departmental standing committees would be formed soon with legislators from both Houses.

He said he had already discussed the matter with Legislative Council Chairman A. Chakrapani and Chief Minister N. Kiran Kumar Reddy. The standing committee formed for Rural Development Department would monitor the MGNREGS.

The Speaker's announcement came after Rural Development Minister D. Manikya Varaprasada Rao replied to a two-hour debate on MGNREGS, rejecting the plea to constitute a House Committee but leaving the option to form a standing committee to the Chair. Earlier, Telugu Desam members rushed to the podium, stalling the question time, demanding a debate on the subject, forcing the Speaker to adjourn the House for 15 minutes. In his reply later, Mr. Rao said a special officer would be appointed for each district, as demanded by the Opposition, to act as ombudsman, to check whether the benefits under the scheme were reaching the beneficiaries or if the funds were siphoned off by unscrupulous elements. A mandal-level supervisory system would be introduced to effectively implement MGNREGS and other rural development schemes, with the creation of mandal rural development officers' posts. Intervening, the Chief Minister said that the Centre had almost decided to integrate the scheme with agriculture activity to reduce labour cost for farmers. The State would release Rs.600 crore to convert MGNREGS works into permanent assets and allow full payment of wages to beneficiaries for February, March and April despite shortfall in their attendance.
