Participation of Tribals under MGNREGS

The Minister for Rural Development Shri Pradeep Jain “Aditya” today informed the Lok Sabha that Employment under Mahatma Gandhi NREGA is open to all rural households irrespective of their caste or community. Any adult member of a rural household can register himself/herself with the Gram Panchayat and get a job card issued. Thereafter, a worker needs to apply for work for getting employment subject to a maximum of 100 days per household in a financial year. As reported by the State Governments, participation of workers belonging to Scheduled Tribes was 21% in 2009-10.

Awareness generation through intensive IEC activities involving print as well as electronic media has been taken up to inform the rural population about their legal rights under the Act. In addition, activities as stipulated in para 1(iv) of Schedule-I of the Act are permissible on the land owned by workers belonging to Scheduled Tribes. The relevant para reads as under:

“Provision of irrigation facility, horticulture plantation and land development facilities to land owned by households belonging to the Schedule Castes and Schedule Tribes or below poverty line families or to beneficiaries of land reforms or to the beneficiaries under the Indira Awas Yojana of Government of India or that of the small farmers or marginal farmers as defined in the Agriculture Debt Waiver and Debit Relief Scheme, 2008.”

Shri Pradeep Jain was replying to a written question whether the Union Government has taken steps to ensure participation of thetribals in Mahatma Gandhi National Rural Employment Guarantee Schem (MGNREGS);and the steps taken/proposed to be taken by the Government in this regard.
