Parties ask UP Govt to consider wheat export by Arvind Singh Bisht

With wheat production expected to touch a new high during the ongoing Rabi season, a demand for its export has gained ground in UP. The export, is seen as the only way to help ease the problem of plenty and also to ensure remunerative prices to farmers.

Incidentally, India's overall wheat production is also estimated to go up substantially. This comes at a time, when there is a global slump with major producers like China, Russia, USA showing declining trend due to inclement weather conditions.

The ball is now in the court of the Centre, which has to a decide in this regard. The issue has now come up on the agenda with major political parties supporting the demand of wheat export. Leader of Opposition in Uttar Pradesh Vidhan Sabha and Samajwadi Party leader, Shiv Pal Singh Yadav demanded that the state government should urge the Centre to immediately consider the demand of wheat export.

"The sooner it is done, the better it would be for the farmers," he said.

Supporting the demand, Rashtriya Lok Dal (RLD) chief, Chaudhry Ajit Singh said that the Centre should immediately intervene in the situation and allow the export of wheat. "This is the right time to take a decision on the issue," he said, adding that the delay would do no good to farmers, as it happened in the case of cane growers.

He said that Centre should learn from its mistake in opening the sugar export at the fag end of the season. Notably, UP did well this year in the sugar sector by producing 64 lakh MT as against that of around 52 lakh MT in the previous year.

Thanks to the weather conditions that have created conditions conducive to UP's agriculture sector. This has its dramatic impact on wheat production, which is now expected to be at around 300 lakh tones as against that of its all time best record of 280 lakh tones of production in 2008-09. What is seen creditable is that all this has been achieved in spite of the odds faced due to shortage of labourers under the impact of the MNREGS scheme in the rural areas by farmers.

Waking up to the situation, the state government on its part has raised the wheat procurement target at 40 lakh MT at a minimum support price fixed at Rs 1120 per quintal. When asked to comment, food commissioner, Rajan Shukla said, "In case there is a need, the target would be further increased to give marketing support to farmers."

On the procurement process that began on Friday, he said, "4,443 purchase centres had been set up in the state. In all, nine agencies have been deployed in the procurement process and they have been asked to make on the spot payment to farmers. The main focus would be on major wheat producing regions comprising Bareilly, Moradabad and Lucknow divisions and Meerut, Saharanpur and Agra divisions."

As compared to last year, when wheat got shrilled and wilted under intense heat, this year the good harvest is attributed to the favourable weather conditions.

"On an average, the yield this year is expected to be 30 quintal of wheat per acre," says director agriculture, Mukesh Gautam. The net area under wheat was also increased to around 96 lakh hectare and the major role in increasing the yield was of timely distribution of fertiliser and hybrid seeds, he said.
