The ministry of consumer affairs and public distribution has allocated of 5.28 lakh tonnes per month of wheat and rice to Uttar Pradesh for the fiscal year 2011-12. The assigned foodgrains have been made available to the department of food and civil supplies for distribution through the public distribution system (PDS).

At present, UP has a total of 65.84 lakh below poverty line (BPL) and 40.94 lakh Antyodaya card holders. On a monthly basis, the state needs to provide its BPL families with a total of 3.72 lakh tonnes of rice and wheat supplies; 2.29 lakh tonnes of rice and wheat for BPL and 1.43 lakh tonnes for Antyodaya card holders. The state also provides 1.81 lakh tonnes of foodgrain to Above Poverty Line card holders.

Though UP's targeted PDS grain allocation nearly meets its disbursal requirements, the ministry's allocation comes with a caveat, making it mandatory for the state government to purchase the allotted foodgrain within 50 days of its arrival in FCI godowns. In a government order to this effect, the ministry has said the validity period for lifting of these allocations will be 50 days for each allocation month separately, starting from the first day of the month preceding the allocation month and ending on the 20th day of the allocation month.

In addition, the ministry also lays down that it will be mandatory for the state government to deposit the cost of foodgrains to FCI by the 15th of each month, failing which, FCI field officers will not be allowed to release the monthly quota of food grains.

Lifting of food grains in installments against allocations, however, within the validity period has been allowed by the ministry. In a bid to strengthen the distribution network, the state government has also been instructed to distribute rice allocated under TPDS in the form of whole grains. Allocated wheat, on the other hand, can be distributed in its processed form as wheat flour or fortified wheat flour at fair price shops to Antyodaya, BPL and APL card holders.

It has also been clarified by the Centre that all food grain received for distribution under the PDS scheme cannot be channelised for use under any other scheme. For the storage of the food grain has also been done, with an additional storage capacity of 152.97 lakh tonnes across 19 Indian states through private entrepreneurs and central and state ware housing corporations.

This year, wheat production in the country has recorded an all-time high of 842 lakh tonnes, with wheat procurement at 278 lakh tonnes. In the central pool, rice and wheat stocks stood at 654.73 lakh tonnes, also the highest till date.
