Petrol to cost Rs 5 more this weekend; diesel, cooking gas to follow soon-Piyush Pandey

State-owned oil marketing companies (OMCs) are all set to increase price of petrol by Rs 5 a litre with effect from Saturday, while the prices of diesel, cooking gas and kerosene will be increased next week once Congress president Sonia Gandhi returns after her medical checkup on September 10.

A cabinet note on increasing the prices of sensitive petroleum products like diesel, cooking gas and kerosene has already been circulated this week and a firm decision will be taken next week in consultation with the Congress chairperson. The prices of petrol, being a deregulated commodity is likely to be hiked immediately after the monsoon session of the Parliament ends on Friday.

"We are losing over Rs 5 per litre on petrol, so prices will go up by atleast Rs 5. The Indian basket of crude oil has increased by $11 a barrel, since the petrol prices were last revised on July 24, thus necessitating the hike," said a board member of a leading oil retailer.

The Indian basked of crude oil is now hovering over $112 a barrel, 11% higher than price of $101 per barrel on July 24, when the prices were increased by 70 paise a litre. In rupee, terms also the crude prices has gone up by Rs 625 a barrel from Rs 5642 a barrel on July 23 to Rs 6269 per barrel on September 5, according to Petroleum Planning and Analysis Cell (PPAC) data.

Petrol was deregulated or freed from government control in June 2010 but rarely have prices moved in tandem with the cost. Now the oil retailers want decontrol to be taken back and the petrol be brought under administrative control so that losses on selling the fuel below cost can be compensated from the Budget like it is done in case of diesel, cooking gas and kerosene. The oil firms are projected to lose over $1 billion on petrol sales alone.

With effect from September 1, oil firms Indian Oil, Hindustan Petroleum and Bharat Petroleum are losing Rs 17 per litre on diesel, Rs 33 per litre on kerosene and Rs 347 per cylinder on cooking gas, translating to a daily loss of Rs 550 crore on sale of these sensitive petroleum products below cost price.

Oil firms reported under recoveries of Rs 78,190 crore for the 2010-11 fiscal, which increased by 77% to Rs 1,38,541 crore in 2011-12. The companies have already lost Rs 47,811 crore in the first quarter of this fiscal ending June, overshoot the annual subsidy Rs 40,000 crore provisioned for the entire 2012-13.
