Plan panel watches 'Peepli Live' to shed 'armchair advisers' tag by Mahendra Kumar Singh

It could not have been a more opportune moment. With Planning Commission under attack for being "arm-chair advisers," the Plan panel on Tuesday organised a special screening of Bollywood film, " Peepli Live", to learn lessons and sensitise senior officers and experts about ground realities and public perception.

Plan panel has been drawing flak from implementing ministries of ignoring ground reality while preparing its plans.

Prior to the screening of the movie, deputy chairman of planning commission Montek Singh Ahluwalia argued that such initiatives would be useful for panel experts, who could learn from the popular perception about development schemes.

"The movie talks about the perception of people on development programmes. Hence, we thought that this will be quite useful for Planning Commission officers," Ahluwalia said.

While Prime Minister Manmohan Singh watched the critically-acclaimed movie last month, sources said finance ministry is also likely to arrange a special screening of the film for its officials.

The movie, a poignant satire of farmers' suicides due to failiure of delivery system, highlights superfluous approach of a TRP-hungry electronic media on the issue.

"May be, it will help the officials to think about what actually happens, and how they can improve things," the deputy chairman added.

The screening coincides with Plan panel's bid to adopt a different strategy --such as the approach paper for 12th five year plan --- to reflect more about the problems of common man.

"We were not looking for answers (of the questions posed by the film). They will keep coming gradually. All we wanted was that people should react and think about the plight of common man," film director Anusha Rizvi said after the special show.

A Plan panel official, too, lapped up the film's theme. He admitted that the depiction is realistic since everyone in the chain of command has chocked the delivery system, and consequently benefits of development schemes are not reaching to common man.

"The movie is an eye-opener for many experts, who have never visited rural areas but have framed many development schemes," another official added.
