New Delhi: The Union environment ministry has released new draft rules to replace proposals from last year that would have banned the sale of cattle for slaughter in animal markets and had stunned the livestock industry and prompted the Centre to rethink the move.

The ministry on April 5 notified draft rules to supersede its May 2017 draft rules that would have required sellers and purchasers to declare that cattle being traded are not for "slaughter" and throttled a pipeline that the livestock industry says makes up 90 per cent of the supply.

The new draft does not contain the terms "slaughterhouse" and "slaughter" that had featured in last year's rules. But they retain multiple prohibitions aimed at stopping "cruel and harmful" practices such as branding, ear-cutting, shearing horns.

The ministry's proposals last year had been widely perceived as an attempt to crack down on cattle slaughter by the Narendra Modi government.

The new rules, to be called Prevention of Cruelty to Animals in Animal Markets Rules, 2018, define an "animal market" as places, including animal fairs and cattle pounds, where animals are offered for sale or auction. The 2017 proposed rules had included "slaughterhouse" in the definition.

The 2018 rules also do not contain restrictions on cattle sales proposed last year that would have required owners to declare that the cattle had not been brought to a market for sale for slaughter and compelled buyers not to sell any cattle for slaughter.
