                            <div align="justify">-The Economic Times<br /><br />Prime Minister Manmohan Singh is unhappy with the home ministry for not following routine procedures such as informing the family of Parliament attack convict Mohammad Afzal Guru before his hanging last Saturday, two people familiar with the matter have told ET.<br /><br />The prime minister felt the matter could have been handled better, one of the persons said, adding that he had told the same to Home Minister Sushil Kumar Shinde on the sidelines of the state governors' meeting in Delhi on Monday. Following this exchange, Shinde in a televised press conference made an offer to Guru's family to visit his grave, this person said.<br /><br />The second person said Singh was upset and had made his displeasure known, &quot;not at the hanging&quot; but at the &quot;circumvention of basic human parameters&quot;, to Shinde. In most hanging cases, family members are given a chance to have one last meeting with the condemned prisoners.<br /><br />A spokesman for the PM could not be reached for comment and an email to his office went unanswered. Shinde could also not be reached for comment.<br /><br />While the government has been praised for decisive action and carrying out the hanging with absolute secrecy, it has also come under attack from some quarters for choosing to inform Guru's family about his hanging via Speed Post to Kashmir late on Friday, February 7. The letter reached the family more than 48 hours after Guru had been hanged and buried in Delhi's Tihar Jail on Saturday.<br /><br />On Monday, Shinde had said the rejection of the mercy petitions of Rajiv Gandhi's assassins and Devinder Singh Bhullar had become public, and they got the chance to go to Supreme Court for a review of the decision saying there was an inordinate delay in deciding their mercy pleas. &quot;In such cases (Afzal and Kasab), immediate action has to be taken. The cases of Bhullar and Rajiv Gandhi assassins are still under SC consideration after rejection of their mercy petitions,&quot; he said. <br /></div>

                            <div align="justify">-The Economic Times<br /><br />Prime Minister Manmohan Singh is unhappy with the home ministry for not following routine procedures such as informing the family of Parliament attack convict Mohammad Afzal Guru before his hanging last Saturday, two people familiar with the matter have told ET.<br /><br />The prime minister felt the matter could have been handled better, one of the persons said, adding that he had told the same to Home Minister Sushil Kumar Shinde on the sidelines of the state governors' meeting in Delhi on Monday. Following this exchange, Shinde in a televised press conference made an offer to Guru's family to visit his grave, this person said.<br /><br />The second person said Singh was upset and had made his displeasure known, &quot;not at the hanging&quot; but at the &quot;circumvention of basic human parameters&quot;, to Shinde. In most hanging cases, family members are given a chance to have one last meeting with the condemned prisoners.<br /><br />A spokesman for the PM could not be reached for comment and an email to his office went unanswered. Shinde could also not be reached for comment.<br /><br />While the government has been praised for decisive action and carrying out the hanging with absolute secrecy, it has also come under attack from some quarters for choosing to inform Guru's family about his hanging via Speed Post to Kashmir late on Friday, February 7. The letter reached the family more than 48 hours after Guru had been hanged and buried in Delhi's Tihar Jail on Saturday.<br /><br />On Monday, Shinde had said the rejection of the mercy petitions of Rajiv Gandhi's assassins and Devinder Singh Bhullar had become public, and they got the chance to go to Supreme Court for a review of the decision saying there was an inordinate delay in deciding their mercy pleas. &quot;In such cases (Afzal and Kasab), immediate action has to be taken. The cases of Bhullar and Rajiv Gandhi assassins are still under SC consideration after rejection of their mercy petitions,&quot; he said. <br /></div>

                            <div align="justify">-The Economic Times<br /><br />Prime Minister Manmohan Singh is unhappy with the home ministry for not following routine procedures such as informing the family of Parliament attack convict Mohammad Afzal Guru before his hanging last Saturday, two people familiar with the matter have told ET.<br /><br />The prime minister felt the matter could have been handled better, one of the persons said, adding that he had told the same to Home Minister Sushil Kumar Shinde on the sidelines of the state governors' meeting in Delhi on Monday. Following this exchange, Shinde in a televised press conference made an offer to Guru's family to visit his grave, this person said.<br /><br />The second person said Singh was upset and had made his displeasure known, &quot;not at the hanging&quot; but at the &quot;circumvention of basic human parameters&quot;, to Shinde. In most hanging cases, family members are given a chance to have one last meeting with the condemned prisoners.<br /><br />A spokesman for the PM could not be reached for comment and an email to his office went unanswered. Shinde could also not be reached for comment.<br /><br />While the government has been praised for decisive action and carrying out the hanging with absolute secrecy, it has also come under attack from some quarters for choosing to inform Guru's family about his hanging via Speed Post to Kashmir late on Friday, February 7. The letter reached the family more than 48 hours after Guru had been hanged and buried in Delhi's Tihar Jail on Saturday.<br /><br />On Monday, Shinde had said the rejection of the mercy petitions of Rajiv Gandhi's assassins and Devinder Singh Bhullar had become public, and they got the chance to go to Supreme Court for a review of the decision saying there was an inordinate delay in deciding their mercy pleas. &quot;In such cases (Afzal and Kasab), immediate action has to be taken. The cases of Bhullar and Rajiv Gandhi assassins are still under SC consideration after rejection of their mercy petitions,&quot; he said. <br /></div>

PM Manmohan Singh 'upset' that Afzal Guru's family was not informed well in time- Masood Hussain & Soma Banerjee

-The Economic Times Prime Minister Manmohan Singh is unhappy with the home ministry for not following routine procedures such as informing the family of Parliament attack convict Mohammad Afzal Guru before his hanging last Saturday, two people familiar with the matter have told ET. The prime minister felt the matter could have been handled better, one of the persons said, adding that he had told the same to Home Minister Sushil Kumar Shinde on the sidelines of the state governors' meeting in Delhi on Monday. Following this exchange, Shinde in a televised press conference made an offer to Guru's family to visit his grave, this person said. The second person said Singh was upset and had made his displeasure known, "not at the hanging" but at the "circumvention of basic human parameters", to Shinde. In most hanging cases, family members are given a chance to have one last meeting with the condemned prisoners. A spokesman for the PM could not be reached for comment and an email to his office went unanswered. Shinde could also not be reached for comment. While the government has been praised for decisive action and carrying out the hanging with absolute secrecy, it has also come under attack from some quarters for choosing to inform Guru's family about his hanging via Speed Post to Kashmir late on Friday, February 7. The letter reached the family more than 48 hours after Guru had been hanged and buried in Delhi's Tihar Jail on Saturday. On Monday, Shinde had said the rejection of the mercy petitions of Rajiv Gandhi's assassins and Devinder Singh Bhullar had become public, and they got the chance to go to Supreme Court for a review of the decision saying there was an inordinate delay in deciding their mercy pleas. "In such cases (Afzal and Kasab), immediate action has to be taken. The cases of Bhullar and Rajiv Gandhi assassins are still under SC consideration after rejection of their mercy petitions," he said.
