PM panel to discuss NAC proposal on food bill tomorrow

An expert committee set up by the Prime Minister is to examine tomorrow recommendations of National Advisory Council (NAC) on the proposed National food Security Bill.

"In tomorrow''s meeting, we are going to discuss about the differential foodgrains entitlement scenario and the feasibility of increasing production and procurement," a senior government official told PTI.

In the first meeting, there was a general discussion on the proposals made by the NAC. In tomorrow''s meeting, core issues will be dealt in detail, the official said.

After analysing the proposals, the expert committee is expected to submit a report by the end of this month.

Last week, Prime Minister Manmohan Singh had convened a meeting of senior ministers to discuss the Food Security law. In the meeting, Agriculture Minister Sharad Pawar had expressed concerns on increasing production and food grain procurement to meet the requirement under the proposed bill.

The proposals by the NAC, which is headed by UPA Chairperson Sonia Gandhi, has suggested granting 75 per cent of the country''s population legal entitlement to subsidised foodgrains.

The NAC has recommended that the government should provide 35 kg of foodgrains a month to "priority households" at a subsidised rate of Rs 1 per kg for millet, Rs 2 for wheat and Rs 3 for rice.

For "general category" households, the NAC has suggested supplying 20 kg of foodgrains at a price not exceeding 50 per cent of the current minimum support price, which comes to Rs 5.50 for wheat and Rs 7.70 per kg for rice.

However, the projected requirement of foodgrains is higher than the current average procurement of 50-54 million tonnes.

According to the Food Ministry''s provisional estimates, the government will require over 62 million tonnes of foodgrains every year to implement the NAC''s recommendations.

At present, the government provides 35 kg of rice/wheat to each of 6.52 BPL families at Rs 4-6/kg and over 15 kg of foodgrains at Rs 2-3/kg to 11.5 APL families at subsidised rates through ration shops every month.
