PMC received 3,759 more RTI applications in 2010 by Snehal Sonawane Sawant

The number of Right to Information (RTI) applications received by the Pune Municipal Corporation has increased from 6,793 in 2009 to 10,552 in 2010, in spite of the civic body providing information to citizens every Monday from 3 to 5 pm. 

While civic officials cited the increased awareness about the RTI Act among citizens as reason for the rising number of applications, activists said that the Monday scheme has not been publicised adequately by the PMC. 

PMC information officer Shivaji Daundkar said that in 2009, the PMC had taken a big step towards transparency by giving citizens access to its records every Monday. "This facility has received tremendous response, yet the number of applications has risen because the awareness about RTI has been increasing among citizens. Pune is a hub for RTI activism in the state." 

RTI activist Vivek Velankar, however, said that PMC should have publicised their Monday scheme extensively, which was an excellent facility not just for people but for officials too. 

"If citizens get the information they want during their visit to the PMC, they need not file RTI applications. The burden on officials also would decrease as they don't have to spent time to look into these applications," Velankar said. 

"Besides, citizens complain that the officials are often not present during the Monday afternoons, which forces them to file applications," Velankar added. 

Activist Vijay Kumbhar said that increasing number of applications does not mean that the PMC's scheme has failed. 

"Actually, if one checks the statistics from 2007, the number of RTI applications received by the PMC has increased every year. This means that there is more consciousness among people about the RTI. There may be a few instances when people, despite getting the required information on Monday, go ahead and file application for the same information just so that they get a copy of the authentic document. People should avoid doing this," Kumbhar said. 

The PMC received 10,552 applications during the year, of which 601 were pending at end of 2010.
