PMO got 70% more RTI pleas under Narendra Modi -Himanshi Dhawan

NEW DELHI: There is a 70% spurt in the number of RTI applications to the Prime Minister's Office after Narendra Modi took charge in May this year. Worryingly the number of appeals have increased by 65% indicating that people are dissatisfied with the responses they have received so far.

The number of RTIs have increased from 3069 between January-May 2014 to 5208 applications between June-October this year. The number of first appeals (a person can file an appeal if dissatisfied with the response after 30 days) has increased from 355 in the first five months to 545 in the June to October period.

The RTI response received by activist Lokesh Batra said the country's top office had received 40,128 applications in the last nine years since 2005 showing a 1400% increase in the workload of the PMO.

Batra put the sudden increase down to the high expectations of the public. ``Modi government came to power on the plank of transparency and efficiency of work. People have a lot of expectations and that is reflected in the rise in the number of applications,'' he said.

Activists however pointed out that there was a cloak of secrecy in the functioning of the government. ``The high number of first appeals is indicative of the fact that people are not receiving the information that they want,'' an activist who did not wish to be named said.

``This government has neither improved nor worsened its transparency. The earlier government was also not keen on it and I feel the earlier PM had no real love for transparency either. The Modi government is showing similar approaches. But the increase in RTI applications does reflect the fact that expectations from the PMO have gone up tremendously. That is visible everywhere,'' Shailesh Gandhi, former information commissioner said.

Other activists have pointed at the patchy implementation of department of personnel and training order to make all RTI responses public. While some ministries have begun to put RTIs online there are many others that have barely acknowledged the order.
