PMO objects to American citizen's presence in education commission-Urmi A Goswami

The appointment of the third education commission headed by leading sociologist Andre Beiteille to undertake a major policy review appears to be held up after the Prime Minister's Office raised concerns over including a naturalised US citizen as a member.

The human resource development ministry had named Pranab Bardhan, a professor of economics at the University of California at Berkeley, as a member of the commission. Bardhan is a naturalised American citizen and an Overseas Citizen of India. According to a senior official there is a thinking within the government that members of such important commissions must be Indian citizens.

Prime Minister Manmohan Singh had in his Independence Day address last year announced that a commission would be set up to work out the "vision, objectives and goals" of the education system in the emerging social, political, economic and technological context.

As part of this effort, the Beteille Commission is to suggest measures to ensure that the education provided at all levels augments the employability of the workforce at the national and international level. It is also supposed to suggest measures to deal with the contentious issue of private sector involvement in achieving national goals in education.

Although the terms of reference of the 15-member commission were worked out before Kapil Sibal shed the human resource development minister's portfolio last month, the government is yet to make an official announcement.

The HRD ministry under Sibal had argued in favour of Bardhan's appointment to the commission. An official said the PMO's argument does not hold because several commissions in the past had foreign nationals as members.

"Citizenship is not an issue," the official said. "The Kothari Commission had six members who were foreign nationals and they were not even of Indian origin. They had one member each from Japan, France, Germany, Russia, UK and US. Besides, the (education) commission will operate through taskforces, which will reach out to thinkers and experts both in India and abroad. So, it really should not matter that one member does not hold an Indian passport."

The Andre Beiteille commission would be given two years to give its recommendations. Others named on the commission include K Srinath Reddy, chairman of the Public Health Foundation of India, Nayanjot Lahiri, professor of history at the Delhi University, Gopal Guru, professor of political theory at Jawaharlal Nehru University, JB Tilak, professor and head of the department of educational finance at the National University of Educational Planning and Administration.
