Police may slap FIR on Team Anna by Dwaipayan Ghosh & Neeraj Chauhan

An FIR may be slapped on Team Anna for flouting some "essential" conditions of the undertaking during the last few days of the massive protest at Ramlila Maidan, sources in Delhi Police said on Friday.

During several meetings this week, police officers contemplated action against the organizers for breaking four important conditions of the undertaking signed by them. According to sources, the team flouted the undertaking by using loudspeakers beyond 10pm, giving calls to supporters to gather at India Gate without permission, taking out a torch (m a s h a l) procession and creating obstruction to traffic. The protest even spread across Lutyens Delhi after Team Anna gave calls to supporters to reach the Prime Minister's residence .

Sources say the police are now seeking legal opinion. "It is possible that a case would be registered against Team Anna at Kamla Market police station after a go-ahead from the lawyers," said an officer. The ACP at the police station had sent eight letters of warning to the organizers during the protest. All of them were received, claimed the sources, but no reply has been received.

Steps have already been taken to prepare a report on these breaches. "We have asked the ACP to send the report to the police headquarters at the earliest. Once we get the report, our seniors and legal experts will finalize it and the same will be sent to court. Initially , we will send the report. Later , if the court asks for evidence, we will provide the CDs of all that we have videographed. We will even ask the news channels to provide footage, if needed," said a source.

The police claimed this was not an unusual development. "Whenever the Supreme Court and high court orders are violated, we send reports to court. We had also prepared a similar report when there were major violations during a BJP-led protest in early August," the source said. A case against Baba Ramdev's protest at the same venue in June is also already being probed by Delhi Police. The yoga guru and his associate Balkrishnan may even be questioned in the coming days.

During Anna Hazare's protest itself, the police wrote to the organizers , asking them to "advise your protesters not to molest women , consume alcohol and indulge in unlawful activities or action will be taken" , confirmed a senior police officer of Central District. People from across the city had made several complaints of hooliganism but by the time cops reached , the miscreants had disappeared . The home ministry had asked Delhi Police to maintain discipline on the roads without any use of force during the movement.
