Policy Brief - The Key to Resolving Straw Burning: Farmers' expertise

The Policy Brief entitled 'The Key to Resolving Straw Burning: Farmers' expertise' was produced under the project Responsible Innovation in Biogas in India, which was funded by the Netherlands Organization of Scientific Research (NWO) and executed at Maastricht University.

In the brief, the researchers call for the following policy actions:

* Establish comprehensive working groups to engage with issues of straw burning, air pollution, agricultural practices and industries.

* Notably, expertise on soil treatment, waste disposal, energy conversion, supply-chain management, and farmers' livelihoods should be brought together.

* Do not aim for a conclusive understanding of the straw-burning problem, but permanently allow for revision and expansion of the problem definition.

* Involve farmers in all phases of innovation processes, not only when the solution seems finished.

* Keep a permanent eye on what problems as well as solutions mean for farmers and their lives, i.e. what the problems and solutions mean culturally.

* Involve consultants or social scientists specialised in transdisciplinary work and heterogeneous knowledge production.

These actions are based on the analysis of the problem, which shows that most solutions that are currently proposed are in fact only partial solutions that disregard the complexity and extension of the problem.
