NEW DELHI: The Lok Sabha polls are not only under the watch of the Election Commission and financial agencies for corrupt practices, but also under the scanner of National Crime Records Bureau (NCRB).

For the first time, the agency, under instructions from the home ministry, will collect data on poll-related offences such as liquor/money distribution, communal or hate speeches, false affidavits by politicians, poll violence, bogus voting and defamation.

There has never been centralized data for offences under the Representation of People's Act (RPA).

The data, which will tabulate the offences state-wise, will help the Election Commission to accordingly rally resources in terms of security forces and financial agencies in various states to stem corrupt practices during elections.

"States have already been alerted about sending RPA data and some data has already started coming in. The data is being sought month-wise and the agency would make an annual tabulation at the end of the year. A consolidated data for 2014 general elections and any assembly polls that take place this year would be available next year. However, as monthly data is being collected, data for the upcoming general elections would be available at the end of it," said a home ministry official.

Sources said as the data would tabulate offences state-wise, next year onwards, the EC would be able to categorize states and constituencies with their peculiar problems related to violation of RPA.

"Every state has its own electoral characteristics. Certain states have communal problems, while others have caste clashes. Some face greater violence during elections while certain others have a preponderance of unscrupulous elements influencing voters. Similarly, the menace of bribing voters varies from state to state in its degree. A state-wise data would help EC to regulate this accordingly," said the official.

Last year, MHA conducted a pro forma review of NCRB to include various offences that were hitherto untouched by the agency. The revision made way for inclusion of several offences, including Section 377 of IPC, gang rape, Prevention of Corruption Act cases and refusal by police to file an FIR. Taken up after 30 years of the previous revision, the exercise has increased pro forma numbers from 30 to 70.
