The state needs to pull up its socks as far as implementation of the Centre’s ambitious rural job scheme is concerned.

That’s what the report card of Jharkhand National Rural Employment Guarantee Act Watch — a joint forum of NGOs that keeps a tab on rural employment — says.

At a daylong meeting today, members of the watchdog observed that the state needed concerted efforts and political will to effectively implement works under the MGNREGS. The meeting was attended by representatives of NGOs and social activists, including Balram, the Jharkhand adviser of the Supreme Court’s commissioner on right to food.

“This year, the state had a budget of Rs 1,200 crore for MGNREGS works. But, it has used only Rs 770 crore till now,” said Gurjit, convener of Jharkhand NREGA Watch.

The completion rate of projects is a poor 5-7 per cent. “In the 2010-11 financial year, one lakh pond projects had been started. But only 500 have been completed. The rest have been abandoned mid way. Similar is the situation with digging of wells on farmers’ private land,” said Gurjit.

The delay in wage payment is another sore point. “This is the biggest discouraging factor. The districts have not been able to come up with a redressal mechanism,” he added.
