Posco faces fresh hurdles, Naveen Patnaik government on defensive by Nageshwar Patnaik

Last week's clash near Posco's project site in Odisha is brewing trouble for the South Korean steelmaker and the state government, with legislators demanding a probe into why the main accused in the clash has not been arrested.

State legislators on Monday demanded the immediate arrest of Bapi Sarkhel, a Paradip-based contractor alleged to have masterminded Wednesday's clash, which left one dead and 25 injured. "When the police arrested local Congress leader Jayant Biswal immediately after the incident, what prevented the government from booking Sarkhel, the key accused?"

Opposition leader Bhupinder Singh said during Zero Hour, adding that Sarkhel had been named as an accused in the first information report.

Villagers opposing Posco's project had clashed with workers over the construction of a road to the proposed 4 million-tonne steel plant near Paradip. The proposed $12 billion plant, which has already been delayed due to land acquisition problems, is India's largest foreign investment project.

The incident has put the Naveen Patnaikled government in an awkward position. The government, which has been pushing the project all along, went on defensive mode by transferring senior bureaucrat Priyabrat Patnaik from the post of chairman and managing director of state-owned Idco, the corporation responsible for acquiring land for industrial projects, to an inconsequential post in the general administration department.

Legislators alleged that Sakhel's "private army" had fought a pitched battle with the Posco Pratirodh Sangram Samiti in an apparent bid to make away for company authorities to acquire land for the project. BJP leader KV Singhdeo said that though Sarkhel had illegally hired security guards from Thailand and Singapore, the state's home department never objected to it.

"Sarkhel has gone underground at the instance of the state government. The raids on his offices were just an eyewash," Singhdeo said.

Congress member Santosh Singh Saluja and senior leader of the ruling BJD, Damodar Rout, said the government was in no mood to punish Sarkhel and instead was taking vindictive action against the local people who are protesting displacement.

"Police officials in Paradip were on the regular payroll of Sarkhel. They patronised him.

Ever since he came to Paradip, the area has been witnessing a spurt in criminal activities," DamodarRout said.
