Posco Orissa plant: Coastal Regulation Zone defers decision on approval

In a move that could further delay South Korean steel giant Posco’s plan to build a $12-billion steel plant near Paradip in Orissa, the expert appraisal committee of Coastal Regulation Zone on Tuesday decided to defer its decision on giving approval to the project.

The panel has cited absence of sufficient details on the likely environment impact of its captive port at Jatadhari, near Paradip, said people involved in the matter. The committee asked Posco to give additional information on the captive port, which is expected to come up near the proposed 12 million tonne steel plant at Jagathsinghpur in Orissa

The project is also awaiting an approval from the environment ministry. The forest advisory committee of the ministry has already recommended rejection of forest clearance to the project, citing infringement of Forest Rights Act by the Orissa government at the site.

Members of the Coastal Regulation Zone panel are understood to have said that there was a need to study the environmental impact of a number of ports that have came up on the Orissa coast on the marine life. Posco's captive port was planned in 2005 and since then a lot of development had taken place around the coastal region.

Environmental and Coastal Regulation Zone clearance for the construction of the proposed minor port was issued by the ministry in May 2007. Paradip's major port is barely 12 km from the proposed location. Two minor ports at Dhamra and Gopalpur are also being built on the coast.

Besides the Posco port, there have also been proposals for Adani, Astrang, Kirtania and Chudamani ports in the region, which NGOs like Greenpeace have opposed strongly claiming that they will destroy the 25 km site of mass nesting beaches of turtles in Gahirmatha, Devi and Rushikulya.

The other major concern is that the coast is facing threat of erosion. The panel has now sought an integrated comprehensive environment impact report, covering the plant site, power plant, township and captive port.

"A cumulative study of all the activities should also be considered. An EIA study in isolation for each component does not reflect the overall scenario ," sources quoting observations at the meeting said. The EAC is likely to take up the issue in January next year after all the information is submitted, said the people involved in the matter.
