Potato pain: Government forms study panel, to keep buffer stock

BHUBANESWAR: Even as Odisha continued to feel the potato heat because of the West Bengal government's undeclared restrictions on inter-state transportation of the tuber, the state government on Wednesday formed a taskforce to chalk out a long-term strategy to deal with the issue.

The panel, headed by agriculture secretary, will submit an action plan focussing on production, preservation and distribution of potato within a month, food supplies and consumer welfare minister Sanjay Dasburma said. Secretaries of food supplies and consumer welfare and cooperative departments form part of the committee.

"The taskforce will consider all possible measures to tide over the crisis. It will suggest steps for increasing productivity, preservation and proper distribution of the tuber," said Dasburma.

The state government will keep buffer stock of four lakh quintal potato in different cold storages to meet the requirement during such crisis, he said. Two lakh quintal will be stored in six cold storages under the cooperation department and the rest in five private facilities. The tuber will be sold through public distribution system, the minister added.

"Since the current potato scarcity took place in August, we will keep the buffer stock ready for next year. The stock limit would be decreased, keeping an eye on the demand," said food supplies secretary Madhusudan Padhy. The potatoes for buffer stock will be bought from Markfed and Nafed. However, it needs the finance department's approval, official sources said.

Market watchers dubbed the buffer stock as a short-term measure. The main problem is absence of adequate number of cold storages. Of the 18 cold storages under the cooperation department, six are in running condition.

These can store only 21,000 tonne of potato. If the defunct cold storages are made functional, additional 15,000 tonne of potato can be stored, they said, adding, the combined capacity of the 27 private ones is 1.32 lakh tonne.
