President’s speech signals govt policy makeover, 'difficult decisions'-Liz Mathew

In Parliament address, Mukherjee says direct cash transfers will cut leakages and bring benefits to the poorest

Acknowledging that growing aspirations, particularly among the youth, are going largely unmet, the government has signalled a policy makeover, including undertaking “difficult decisions”.

The Congress-led United Progressive Alliance (UPA) also indicated that it was looking to the direct benefit transfer scheme based on the Aadhaar or unique identity system to restore the feel-good factor to the economy in the run-up to the general election scheduled for next year.

Addressing the joint session of Parliament on the opening day of the budget session, President Pranab Mukherjee reflected the government’s concerns and said elected representatives are burdened by “gathering anxieties about economic slowdown, job security and employment prospects.”

“People are concerned about the security of our women and children. They are also anxious about timely delivery of their entitlements and about persisting social and economic inequality,” Mukherjee added in his first address to the joint session after he became president in July.

He said that the direct benefits transfer system will be complementary to the public distribution system (PDS), not a substitute for it.

The direct cash transfer system will cut leakages and bring benefits to the poorest citizens, especially in rural areas, Mukherjee said. Cash transfers will be a trendsetter in the use of modern technology, he said.

The President also said 2,600km of roads are expected to be constructed in 2013 with contracts for another 3,000km expected to be awarded. As much as 2,900km of highways will be brought under the operate, maintain and transfer system, which will improve road maintenance, he added.
