Orissa has become a refuge for Maoist cadres who freely migrate to neighbouring regions.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">In many of the troubled territories, especially in south-western parts of the state, the writ of the government does not run and governance is minimal. Officials seldom venture beyond their headquarters, top officers do not travel in government vehicles and do not use the red beacon, lest they become targets.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">The state government circulars to public servants, including elected representatives, read like advisories to abandon public responsibility for the sake of survival. Intimidation, extortion and executions continue unchecked.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Official figures indicate that Maoists have killed around 160 civilians and almost an equal number of security personnel in the past five years. District armouries have been looted at Nayagarh and Koraput with little resistance from hapless security forces.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">The latest Maoist initiative seems to be abduction of high-profile targets, forcing the government to negotiate and concede. Intelligence apparatus of the state has been pathetically deficient.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">The latest case of a hostage, a sitting legislator of the state assembly, had to face the humiliation of appearing before the people's court and bargain his release in exchange of a promise to resign from the party and legislature. The shaken MLA is now a fugitive in the state capital far away from his constituency.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Thus, LWE has struck at the very root of the democratic process and raised fear and insecurity among elected representatives in the troubled territories. Orissa's handling of the hostage crisis has been inept and messy. In neighbouring Chhattisgarh, the release of the abducted Sukma district collector has been secured without any exchange of arrested militants.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Political observers in Orissa agree that the ruling BJD's dangerous flirtation with Maoists in past elections has misfired. Red anger over unfulfilled promises made by way of quid pro quo for help during elections is bound to recoil on the ruling party.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Recently, the Union home ministry indicted the state government for its abject failure to contain the alarming proliferation of LWE in the state. The central missive notes that &quot;Orissa is the only state where activities of CPI (Maoists) are spreading to new areas at an alarming rate without requisite counter-measures by the state government&quot;.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">It also says that Maoists have made the Orissa-Chhattisgarh border their base and the present trend, if not arrested, might expand to new areas. But the administration is in denial mode, trying desperately to establish that Orissa is no worse that its neighbours.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">It has been in perpetual pursuit of alibis to defend its disastrous track record. Naveen Patnaik's recent opposition to the National Counter-Terrorism Centre (NCTC) is the latest manifestation of this syndrome.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">The ruling BJD has fine-tuned the alibi of central neglect or discrimination to suit political ends. Name any failure or shortcoming of the state government and you are bound to encounter a fusillade against the Centre. BJD MPs and MLAs lose no opportunity to demonstrate against 'central apathy'.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">However, despite the BJD's best efforts, the bogey of central neglect cannot work as far as handling of the LWE threat is concerned. The Centre has been more than generous to Orissa in providing paramilitary forces, weapons and funds.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">As many as 14 battalions of central forces have been placed with the state government to fight the Maoist insurgency. It is another matter that the state administration has failed to use these massive resources optimally.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Rapid proliferation of Maoist influence in Orissa is due to chronic poverty, deprivation and exploitation in the affected districts and the failure of the state leadership to initiate changes. The state's latest Economic Survey indicates the development process has had only a marginal impact on the poor, especially the tribals of these regions.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Central funding is plentiful, both under general programmers and also under special schemes targeted to improve infrastructure, health and education, and so on.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Yet, its utilisation is poor and prone to corruption. Only recently, rural development minister Jairam Ramesh pulled up the state government for being the worst performer in the country as far as MNREGA is concerned.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">There is no doubt the problem is desperately serious and has to be tackled urgently through massive development initiatives along with deft security measures. Sadly, the state leadership is blissfully casual about the crisis and woefully clueless about the response.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify"><em>(The author is president of the Orissa Pradesh Congress Committee and a former Orissa cabinet minister)</em></div>

                            <div style="text-align: justify"><br /></div><div style="text-align: justify">Left Wing Extremism (LWE) is the foremost problem of Orissa and the most daunting challenge for CM Naveen Patnaik, whose 12-year tenure has witnessed a rapid rise in intensity and spread of Maoist insurgency in the state.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Twentyfour of the 30 districts are now affected. Orissa has become a refuge for Maoist cadres who freely migrate to neighbouring regions.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">In many of the troubled territories, especially in south-western parts of the state, the writ of the government does not run and governance is minimal. Officials seldom venture beyond their headquarters, top officers do not travel in government vehicles and do not use the red beacon, lest they become targets.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">The state government circulars to public servants, including elected representatives, read like advisories to abandon public responsibility for the sake of survival. Intimidation, extortion and executions continue unchecked.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Official figures indicate that Maoists have killed around 160 civilians and almost an equal number of security personnel in the past five years. District armouries have been looted at Nayagarh and Koraput with little resistance from hapless security forces.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">The latest Maoist initiative seems to be abduction of high-profile targets, forcing the government to negotiate and concede. Intelligence apparatus of the state has been pathetically deficient.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">The latest case of a hostage, a sitting legislator of the state assembly, had to face the humiliation of appearing before the people's court and bargain his release in exchange of a promise to resign from the party and legislature. The shaken MLA is now a fugitive in the state capital far away from his constituency.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Thus, LWE has struck at the very root of the democratic process and raised fear and insecurity among elected representatives in the troubled territories. Orissa's handling of the hostage crisis has been inept and messy. In neighbouring Chhattisgarh, the release of the abducted Sukma district collector has been secured without any exchange of arrested militants.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Political observers in Orissa agree that the ruling BJD's dangerous flirtation with Maoists in past elections has misfired. Red anger over unfulfilled promises made by way of quid pro quo for help during elections is bound to recoil on the ruling party.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Recently, the Union home ministry indicted the state government for its abject failure to contain the alarming proliferation of LWE in the state. The central missive notes that &quot;Orissa is the only state where activities of CPI (Maoists) are spreading to new areas at an alarming rate without requisite counter-measures by the state government&quot;.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">It also says that Maoists have made the Orissa-Chhattisgarh border their base and the present trend, if not arrested, might expand to new areas. But the administration is in denial mode, trying desperately to establish that Orissa is no worse that its neighbours.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">It has been in perpetual pursuit of alibis to defend its disastrous track record. Naveen Patnaik's recent opposition to the National Counter-Terrorism Centre (NCTC) is the latest manifestation of this syndrome.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">The ruling BJD has fine-tuned the alibi of central neglect or discrimination to suit political ends. Name any failure or shortcoming of the state government and you are bound to encounter a fusillade against the Centre. BJD MPs and MLAs lose no opportunity to demonstrate against 'central apathy'.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">However, despite the BJD's best efforts, the bogey of central neglect cannot work as far as handling of the LWE threat is concerned. The Centre has been more than generous to Orissa in providing paramilitary forces, weapons and funds.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">As many as 14 battalions of central forces have been placed with the state government to fight the Maoist insurgency. It is another matter that the state administration has failed to use these massive resources optimally.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Rapid proliferation of Maoist influence in Orissa is due to chronic poverty, deprivation and exploitation in the affected districts and the failure of the state leadership to initiate changes. The state's latest Economic Survey indicates the development process has had only a marginal impact on the poor, especially the tribals of these regions.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Central funding is plentiful, both under general programmers and also under special schemes targeted to improve infrastructure, health and education, and so on.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Yet, its utilisation is poor and prone to corruption. Only recently, rural development minister Jairam Ramesh pulled up the state government for being the worst performer in the country as far as MNREGA is concerned.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">There is no doubt the problem is desperately serious and has to be tackled urgently through massive development initiatives along with deft security measures. Sadly, the state leadership is blissfully casual about the crisis and woefully clueless about the response.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify"><em>(The author is president of the Orissa Pradesh Congress Committee and a former Orissa cabinet minister)</em></div>

                            <div style="text-align: justify"><br /></div><div style="text-align: justify">Left Wing Extremism (LWE) is the foremost problem of Orissa and the most daunting challenge for CM Naveen Patnaik, whose 12-year tenure has witnessed a rapid rise in intensity and spread of Maoist insurgency in the state.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Twentyfour of the 30 districts are now affected. Orissa has become a refuge for Maoist cadres who freely migrate to neighbouring regions.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">In many of the troubled territories, especially in south-western parts of the state, the writ of the government does not run and governance is minimal. Officials seldom venture beyond their headquarters, top officers do not travel in government vehicles and do not use the red beacon, lest they become targets.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">The state government circulars to public servants, including elected representatives, read like advisories to abandon public responsibility for the sake of survival. Intimidation, extortion and executions continue unchecked.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Official figures indicate that Maoists have killed around 160 civilians and almost an equal number of security personnel in the past five years. District armouries have been looted at Nayagarh and Koraput with little resistance from hapless security forces.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">The latest Maoist initiative seems to be abduction of high-profile targets, forcing the government to negotiate and concede. Intelligence apparatus of the state has been pathetically deficient.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">The latest case of a hostage, a sitting legislator of the state assembly, had to face the humiliation of appearing before the people's court and bargain his release in exchange of a promise to resign from the party and legislature. The shaken MLA is now a fugitive in the state capital far away from his constituency.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Thus, LWE has struck at the very root of the democratic process and raised fear and insecurity among elected representatives in the troubled territories. Orissa's handling of the hostage crisis has been inept and messy. In neighbouring Chhattisgarh, the release of the abducted Sukma district collector has been secured without any exchange of arrested militants.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Political observers in Orissa agree that the ruling BJD's dangerous flirtation with Maoists in past elections has misfired. Red anger over unfulfilled promises made by way of quid pro quo for help during elections is bound to recoil on the ruling party.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Recently, the Union home ministry indicted the state government for its abject failure to contain the alarming proliferation of LWE in the state. The central missive notes that &quot;Orissa is the only state where activities of CPI (Maoists) are spreading to new areas at an alarming rate without requisite counter-measures by the state government&quot;.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">It also says that Maoists have made the Orissa-Chhattisgarh border their base and the present trend, if not arrested, might expand to new areas. But the administration is in denial mode, trying desperately to establish that Orissa is no worse that its neighbours.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">It has been in perpetual pursuit of alibis to defend its disastrous track record. Naveen Patnaik's recent opposition to the National Counter-Terrorism Centre (NCTC) is the latest manifestation of this syndrome.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">The ruling BJD has fine-tuned the alibi of central neglect or discrimination to suit political ends. Name any failure or shortcoming of the state government and you are bound to encounter a fusillade against the Centre. BJD MPs and MLAs lose no opportunity to demonstrate against 'central apathy'.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">However, despite the BJD's best efforts, the bogey of central neglect cannot work as far as handling of the LWE threat is concerned. The Centre has been more than generous to Orissa in providing paramilitary forces, weapons and funds.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">As many as 14 battalions of central forces have been placed with the state government to fight the Maoist insurgency. It is another matter that the state administration has failed to use these massive resources optimally.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Rapid proliferation of Maoist influence in Orissa is due to chronic poverty, deprivation and exploitation in the affected districts and the failure of the state leadership to initiate changes. The state's latest Economic Survey indicates the development process has had only a marginal impact on the poor, especially the tribals of these regions.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Central funding is plentiful, both under general programmers and also under special schemes targeted to improve infrastructure, health and education, and so on.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Yet, its utilisation is poor and prone to corruption. Only recently, rural development minister Jairam Ramesh pulled up the state government for being the worst performer in the country as far as MNREGA is concerned.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">There is no doubt the problem is desperately serious and has to be tackled urgently through massive development initiatives along with deft security measures. Sadly, the state leadership is blissfully casual about the crisis and woefully clueless about the response.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify"><em>(The author is president of the Orissa Pradesh Congress Committee and a former Orissa cabinet minister)</em></div>

Problems in Orissa worsening, but the state's response is clueless-Niranjan Patnaik

Left Wing Extremism (LWE) is the foremost problem of Orissa and the most daunting challenge for CM Naveen Patnaik, whose 12-year tenure has witnessed a rapid rise in intensity and spread of Maoist insurgency in the state.  Twentyfour of the 30 districts are now affected. Orissa has become a refuge for Maoist cadres who freely migrate to neighbouring regions.  In many of the troubled territories, especially in south-western parts of the state, the writ of the government does not run and governance is minimal. Officials seldom venture beyond their headquarters, top officers do not travel in government vehicles and do not use the red beacon, lest they become targets.  The state government circulars to public servants, including elected representatives, read like advisories to abandon public responsibility for the sake of survival. Intimidation, extortion and executions continue unchecked.  Official figures indicate that Maoists have killed around 160 civilians and almost an equal number of security personnel in the past five years. District armouries have been looted at Nayagarh and Koraput with little resistance from hapless security forces.  The latest Maoist initiative seems to be abduction of high-profile targets, forcing the government to negotiate and concede. Intelligence apparatus of the state has been pathetically deficient.  The latest case of a hostage, a sitting legislator of the state assembly, had to face the humiliation of appearing before the people's court and bargain his release in exchange of a promise to resign from the party and legislature. The shaken MLA is now a fugitive in the state capital far away from his constituency.  Thus, LWE has struck at the very root of the democratic process and raised fear and insecurity among elected representatives in the troubled territories. Orissa's handling of the hostage crisis has been inept and messy. In neighbouring Chhattisgarh, the release of the abducted Sukma district collector has been secured without any exchange of arrested militants.  Political observers in Orissa agree that the ruling BJD's dangerous flirtation with Maoists in past elections has misfired. Red anger over unfulfilled promises made by way of quid pro quo for help during elections is bound to recoil on the ruling party.  Recently, the Union home ministry indicted the state government for its abject failure to contain the alarming proliferation of LWE in the state. The central missive notes that "Orissa is the only state where activities of CPI (Maoists) are spreading to new areas at an alarming rate without requisite counter-measures by the state government".  It also says that Maoists have made the Orissa-Chhattisgarh border their base and the present trend, if not arrested, might expand to new areas. But the administration is in denial mode, trying desperately to establish that Orissa is no worse that its neighbours.  It has been in perpetual pursuit of alibis to defend its disastrous track record. Naveen Patnaik's recent opposition to the National Counter-Terrorism Centre (NCTC) is the latest manifestation of this syndrome.  The ruling BJD has fine-tuned the alibi of central neglect or discrimination to suit political ends. Name any failure or shortcoming of the state government and you are bound to encounter a fusillade against the Centre. BJD MPs and MLAs lose no opportunity to demonstrate against 'central apathy'.  However, despite the BJD's best efforts, the bogey of central neglect cannot work as far as handling of the LWE threat is concerned. The Centre has been more than generous to Orissa in providing paramilitary forces, weapons and funds.  As many as 14 battalions of central forces have been placed with the state government to fight the Maoist insurgency. It is another matter that the state administration has failed to use these massive resources optimally.  Rapid proliferation of Maoist influence in Orissa is due to chronic poverty, deprivation and exploitation in the affected districts and the failure of the state leadership to initiate changes. The state's latest Economic Survey indicates the development process has had only a marginal impact on the poor, especially the tribals of these regions.  Central funding is plentiful, both under general programmers and also under special schemes targeted to improve infrastructure, health and education, and so on.  Yet, its utilisation is poor and prone to corruption. Only recently, rural development minister Jairam Ramesh pulled up the state government for being the worst performer in the country as far as MNREGA is concerned. There is no doubt the problem is desperately serious and has to be tackled urgently through massive development initiatives along with deft security measures. Sadly, the state leadership is blissfully casual about the crisis and woefully clueless about the response.  (The author is president of the Orissa Pradesh Congress Committee and a former Orissa cabinet minister)
