The Finance Ministry has turned down a proposal for doubling the number of employment days guaranteed to below poverty line people under the Mahatma Gandhi National Rural Employment Guarantee Act (NREGA). The Rural Development Ministry had proposed doubling the minimum days for employment from 100 to 200 days and also called for linking the wage rate to the annual inflation rate.

“The Ministry had written to us asking for funds to step up the scheme. However, the additional resources required for the expansion of the MNREGS will be difficult to mobilise,” a senior Finance Ministry official told The Indian Express. The government had set aside Rs 40,100 crore for the scheme in the Budget for 2010-2011. But another Rs 30,000 crore will be required to double the guaranteed man days of work, the official pointed out.

In fact, even in its pre-budget demands, the Ministry had projected a requirement of Rs 70,000 crore for its various schemes, of which about Rs 60,000 crore was meant for MNREGS. This was one of the earliest indications from the Ministry that it did not want to keep the scheme open-ended.

Currently, wages under NREGA are capped at Rs 100 per person per day. If the wage rate is linked to the average inflation rate per annum, it would imply an additional burden of Rs 5,000-7,000 crore to the exchequer, officials said. Of the total allocation to the scheme, 70 per cent of funds go towards NREGA wages and the balance for works, etc.

According to the Congress manifesto, the commitment is to provide 100 man days of work at the wage rate of Rs 100 a day. In states where the wage rate is between Rs 120 and Rs 140, the excess over Rs 100 has to be paid by the state government.
