PUNE/NEW DELHI: Pulses will likely remain beyond the reach for many in 2016 as well.

Even though a fresh kharif crop has started arriving in the market, whole beans of tur (pigeon pea) cost twice as much as last year because the output is expected to be smaller.

Government agencies that entered the market to create a buffer stock for next year are finding it tough to buy tur because private players are paying much more than the MSP.

"Tur and urad (black gram) prices will remain high throughout the next year as the yield is expected to be lower," said Bimal Kothari, vice president of the Indian Pulses and Grains Association (IPGA). "Production of the rabi crop will decide the prices of masoor, chana and matar."

Tur and urad cost between Rs 165 and Rs 190 per kg in the retail market, depending upon quality and locality. Importers say this is because of high retail margins.

Harvesting of the kharif tur crop has started in Maharashtra and Karnataka, the main producers. The price of the whole bean tur is Rs 90-105 a kg in the wholesale market, compared with Rs 40-50 this time last year.

Revive the tech mission on pulses

This is baffling. The government has taken many decisions including the creation a buffer stock of pulses and more imports to tame prices. But then, world trade is restricted in pulses, and that's adisadvantage for India. Farmers also need remunerative prices, and procurement must be strengthened to encourage them to grow pulses. The lack of availability of new varieties of seeds is a dampener. Why not revive the technology mission on pulses? India needs to find long-term solutions to augment domestic supplies.
