Pulses prices crisis: Another govt panel not a solution

Given how the prices of pulses have been in the Rs 150-200 per kg range in the last year, it is not surprising the government is trying to augment production—the measures include more imports and relooking the minimum support price (MSP) and assured procurement. What makes little sense, though, is setting up of another committee under chief economic advisor Arvind Subramanian to suggest measures to be adopted in two weeks since the kharif report of the Commission for Agricultural Costs and Prices (CACP) has done a detailed study and listed the steps required to improve the situation. In this report submitted in March, the CACP pointed out that while the stock-to-use ratio has come down from 7.37 in FY14 to 5.05 in FY16 in the case of total pulses production, it has gone down drastically from 14.66 in FY15 to 4.55 in FY16 for tur/arhar. The production of pulses in the last two years has been around 17 million tonnes, down from 19.25 million tonnes in FY14, and the government had to resort to imports of about 4.5 million tonnes in FY15 and FY16 to meet the gap between production and consumption. In the short run, while imports are an option, this is limited to the stocks available in countries like Mozambique.

For a sustained long-term solution, as CACP points out, it needs to focus on bridging the 20-30% gap between the potential and the actual yield—this requires remunerative price support and availability of quality seeds. CACP has also recommended that, as pulses and legume oilseeds fix 30-40 kg/hectare nitrogen in soil, farmers growing these crops should be provided Rs 1,050/hectare for this ‘ecosystem service’. It has also said that since subsidies on nitrogenous fertilizers are mostly used for other crops, farmers producing pulses should also be given a subsidy of Rs 3,947/hectare. If the government is serious about hiking pulses production, it needs to implement these long-term solutions, not just go around setting up more committees.
