Punjab Dy CM requests RBI Governor to promote debt swap scheme for farmers

The Punjab Government Thursday requested the Reserve Bank of India that it should impress upon Public Sector banks to aggressively promote Agricultural Debt Swap scheme to free the farmers from the clutches of moneylenders.

The Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal raised this issue when Dr. D. Subbarao, Governor, RBI today called on him. The Deputy Chief Minister impressed upon the Governor that the Punjab farmers reeling under Rs. 35000 Crore debt and most of the debt was from unorganized sector. He said that banks in Punjab have not promoted debt swap scheme properly in the state and most of the debt ridden farmers could not benefit from this scheme. The RBI Governor assured the Deputy Chief Minister that he would impress upon banks to properly promote the scheme especially in the remote rural areas.

The Deputy Chief Minister also sought cheaper food credit for the credit line extended by RBI for procurement of Rabi as well as kharif crops. He said that Punjab was feeding the nation by contributing 70% in the national food kitty and was availing average Rs. 14000 Crore for each crop twice a year. He said that RBI should consider lowering interest rate on food credit as every effort by state to increase food production results in higher interest out go from the state.

Seeking the intervention of RBI in softening interest rates on market loans, Mr. Badal pleaded suitable action by RBI for softer interest regime.

Dr. Subbarao sought the cooperation of Punjab Government to promote financial inclusion in the state to take the benefits of banking to every individual of the state. He said that banks in Punjab would like to extend the benefit of Electronic Benefit Transfer (EBF) for disbursing the benefits of Government run schemes like Old Age Pension and Shagun scheme etc. He said that by EBF each individual beneficiary would get the payment every month at his door step.

Dr. Subbarao said that he was bullish about the growth of national economy and hoped that Punjab would lead in this growth from the front. He said that it was appreciable that Credit-Deposit ratio of Punjab was 70 percent against the national requirement of 60 percent. The RBI Governor said that banks in Punjab were providing credit support to all small and medium industries of the state that submit bankable proposals.

Prominent amongst those who were present in the meeting included Chief Secretary Mr. S.C.Agrawal, Principal Secretary Finance Mr. K.B.S. Sidhu and Regional Director RBI Mr. Jasbir Singh.

It may be added that RBI Governor is in the city to preside over the meeting of board of directors of RBI scheduled for October 15th.
